Physician Medical Asset Support Team (O-6 Billet) Non-Supervisory – U.S. Immigration and Customs Enforcement (ICE)

Summary:

The Physician, Medical Asset Support Team (MAST), provides direct patient care during ICE removal missions and DHS operations, including emergency response and medical oversight in austere environments. The role requires advanced medical expertise, adaptability, readiness for rapid deployment, and collaboration with multiple agencies and stakeholders. This position is only open to current USPHS officers.

• Physician Support Duties:
  Serves at various IHSC medical facilities on temporary duty (TDY) as assigned providing direct patient care, with at least 50% travel. Provides specialized medical services to outpatients and provides medical care to inpatients in facilities with a medical housing unit. Works with facility staff and consultant specialists; medical privileges as outlined in IHSC Clinical Staff Bylaws. Promote health, disease prevention, and comprehensive health care per current medical practices.
• Clinical services may be provided via virtual means.
• Collects comprehensive medical and social history; conducts physical examinations and follow-up assessments for acute and chronic conditions.
• Orders and performs diagnostic testing; provides treatment and medications as required.
• Administers or directs curative and preventative inoculations.
• Provides clinical assessment and treatment; ensures proper evaluations and treatments are documented.
• Maintains medical records and prepares related reports.
• Fully utilizes health services for treatment, rehabilitation, and diagnostic modalities; refers cases to consultants when necessary.
• Renders emergency medical/surgical/mental health services as required.
• Refers detainees requiring hospitalization to local hospitals and appropriate physicians.
• Provides clinical oversight and is responsible for all health care delivered; acts as a consultant for APPs, nurses, and clinical staff.
• May have other licensed professionals functioning under their license or privileging depending on the situation; responsible for clinical oversight of provider teams and providing input to the Clinical Director regarding team performance.
• Consults with Health Services Administrator/Clinical Director/Regional Clinical Director and other providers for complex cases.
• For facilities with a medical housing unit, makes rounds and may see detainees in segregation or other housing areas; may require on-call coverage after hours.
• Monitor and evaluate the quality of patient care and provide data to relevant QA and agency units.
• Might be asked to see patients outside their primary category of expertise.
• Must be able to work in varied work settings with both medical and security considerations; may function as Clinical Director in absence.
• Contributes to policy, procedures, training, and equipment decisions within the area of responsibility.
• Follows supervisory chain of command; other duties as assigned.

• Requirements by Closing Date: meet all requirements by the closing date unless noted otherwise.
• Service Remaining Requirement Agreement: 18 to 24-month commitment to IHSC upon appointment.
• Assignment Pay Agreement: must not have a current agreement, or it must be fulfilled within 90 days of application.
• Applicants must be a current USPHS Commissioned Corps Officer. CAD candidates are not eligible. Civilians are not eligible.
• USPHS TDY On-Call Schedule (ITOS) participation required.

• Doctor of Medicine or Doctor of Osteopathy from an accredited US/Canada school; or foreign medical degree certified by ECFMG.
• Board eligibility/certification in Internal Medicine or Family Medicine by ABMS or AOA.
• Permanent, full, and unrestricted medical license in a U.S. jurisdiction; license to be maintained during employment.
• Minimum of five years clinical practice with direct patient care preferred.
