Project Director - Design Build Construction Manager - P3

Overview

S&B USA Construction (part of Shikun & Binui Group) is seeking a highly experienced Project Director – Design-Build Construction Manager (DBCM) to lead the successful delivery of large-scale transportation and infrastructure projects ranging from $500M to $2B+. This senior executive role will oversee all phases of progressive design-build and alternative delivery models (P3, DB, DBF, DBFOM), ensuring projects meet budget, schedule, safety, quality, and stakeholder expectations.

The DBCM will serve as the primary point of accountability in the field, managing construction from pre-construction through final acceptance, while coordinating closely with owners, partners, and internal teams.

• Lead and manage design-build and alternative delivery projects from pre-construction through final acceptance.
• Oversee project delivery to ensure alignment with budget, schedule, safety, quality, and stakeholder expectations.
• Coordinate with owners, partners, and internal teams to drive successful project outcomes.

• 15+ years of progressive experience in heavy civil/transportation construction, including at least 10 years in senior leadership roles (Project Director, COO, VP).
• Proven track record delivering major infrastructure projects—especially highways, interchanges, managed lanes, or rail—under alternative delivery and P3 models.
• Strong knowledge of DOT standards (e.g., TDOT, GDOT, VDOT), project controls, Primavera P6, and digital construction tools.
• Collaborative leadership, with outstanding communication, risk management, and team development capabilities.
• Advanced degree in Civil Engineering or Construction Management is required; MBA or executive education is preferred.

Primary assignment in the Mid-Atlantic and Southeast U.S., with potential relocation and/or travel depending on project location.
