Proposal Manager

This position reports directly to the EC Operations team and collaborates closely with the corporate proposal and business development departments. The primary responsibility is to manage, organize, write, and produce proposals and responses to Requests for Information, Sources Sought notices, presentations, and other business support materials. The role requires working in a fast-paced, deadline-driven environment with a high level of accuracy, prioritization, and multitasking skills.

• Manage business development submissions, including responses to Sources Sought and RFIs, proposals, evaluation notices, and final proposals.
• Lead proposal teams comprising subject matter experts, writers, graphic artists, editors, reviewers, and production staff.
• Coordinate with government contracting officials on solicitation questions, processes, negotiations, and debriefs.
• Handle non-disclosure agreements and teaming arrangements with contracts staff.
• Develop proposal management plans, outlines, compliance matrices, schedules, and templates after thoroughly reviewing solicitations.
• Oversee the planning, writing, editing, graphics development, review, production, and shipping of proposals.
• Manage data calls, status meetings, and proposal strategy development sessions.
• Participate in proposal strategy development and ensure bid strategies are integrated into proposals.
• Contribute hands-on to document development, including formatting, writing, editing, and graphics.
• Draft cover letters, executive summaries, resumes, technical sections, past performance volumes, management plans, and responses to RFIs.
• Coordinate responses to prime contractor data calls.
• Ensure technical and cost proposal synchronization, working closely with cost development teams.
• Organize and prepare the cost volume, including completing forms and gathering required documents.
• Collaborate with other proposal team members and support projects as needed.
• Occasional travel may be required.

• Bachelor’s degree in Communications, Marketing, English, Journalism, or related field.
• At least 4 years of experience managing proposals in a government contracting environment.
• Strong technical writing skills; graphic design skills are a plus.
• Proficiency in MS Office Suite (Word, PowerPoint, Visio, Excel, Project) and desktop publishing.
• Excellent interpersonal, communication, and time management skills.
• Ability to work under pressure, multitask, and meet deadlines.

This role involves working primarily in an office setting with extensive computer use. No supervisory responsibilities are currently assigned.
