The incumbent serves as an Executive Assistant for the management of certain programmatic-related functions central of the Office of Administration's mission. Including developing and coordinating plans and goal, overseeing special projects and initiatives, and ensuring follow-through implementation and courses of action. Works with Directorates to assess the quality of internal control systems and regulatory compliance processes and act to establish or strengthen controls where required.
Incumbent serves as a Subject Matter Expert (SME) advising senior leadership on technical issues. The work consists of projects and studies which require analysis of interrelated issues of effectiveness, efficiency, and productivity of substantive mission oriented programs. Typical assignments require developing detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or developing criteria for evaluating the effectiveness of the program.
Serves as a major project contributor on broad projects or committees that are interdisciplinary with the objective of initiating and improving various services for Veterans and their family members. The process involves public relations, contribution to all aspects of the projects and coordination of some project areas. Decisions are complicated by conflicting program goals and objectives that may derive from changes in legislative or regulatory guidelines specialized training.
Analyze and evaluate major administrative aspects of substantive VA programs. Involves contributions to the development of long-range program plans, goals, objectives, and milestones, and to evaluating the effectiveness of OSDBU programs conducted throughout the agency. The work involves identifying and developing ways to resolve problems or cope with issues which directly affect the accomplishment of principal program goals and objectives. Work includes developing resolution to major administrative problems and/or planning significant administrative management aspects of the program.
Employees at this level develop administrative regulations or guidelines for the conduct of program operations and developing new criteria for measuring program accomplishments (e.g., the level, costs, or intrinsic value of benefits and services provided) and the extent to which program goals and objectives are attained. Study reports typically contain findings and recommendations of major significance to top management of the agency and often serve as the basis for new administrative systems, legislation, regulations, or programs.
