Position: Deputy Clerk of the Court

Overview

This position is located in the Office of Administrative Hearings (OAH). OAH is an administrative court that provides adjudication services for over 40 District of Columbia agencies, boards, and commissions. OAH is a neutral, impartial tribunal charged with harmonizing rules and procedures to improve fairness and efficiency and to ensure that constitutional and statutory due process requirements are met.

This position is responsible for monitoring, developing, and implementing operational standards for processing all cases within an assigned jurisdiction, from filing to conclusion. The incumbent serves as the Deputy Clerk of the Court and reports directly to the Clerk of the Court. In consultation with and at the direction of the Clerk, the Deputy Clerk designs, develops, and implements programs and projects including timelines to enhance and maintain the efficiency of the Clerks Office s case management responsibilities.

The incumbent works closely with Administrative Law Judges and legal support staff to ensure that administrative and operational needs related to case management are met efficiently. This position oversees Legal Administrative Specialists and Legal Assistants.

Responsibilities
  • Supervise or oversee the work and assignments of Legal Assistants and Legal Administrative Specialists; plan and assign work based on priorities and requirements; develop performance standards and evaluate performance; train staff and identify training needs; seek ways to improve production and quality of work; hear and resolve complaints from subordinates; communicate unresolved complaints to the Clerk of Court.
  • Serve as the caseload and docket manager for the assigned OAH jurisdiction; assist with day-to-day case preparation, assignment, and scheduling; assist with customer service and respond to litigants and members of the public.
  • Assist with case management improvements and data analysis to achieve overall operational efficiencies; oversee and assist with the preparation of regular statistical and written reports on the performance of OAH.
  • Maintain contact with Administrative Law Judges; the Clerk of the Court and staff; other senior staff; the General Counsel s Office; other District, federal, state, and local agency staff; respondents and/or their attorneys; witnesses; parties and members of the public to discuss and exchange factual information and provide administrative services, guidance, and training to direct reports.

Work is generally performed in an office or courtroom setting. The work is sedentary, with some walking and occasional lifting or moving of documents, exhibits, records, and office equipment.

  • Duration of Appointment: Management Supervisory Service (MSS), At-will. Positions serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

  • Salary: $73,334 - $102,667
  • Position Designation: This position is security-sensitive and will be subject to enhanced suitability screening, including criminal background checks and mandatory drug and alcohol testing as applicable.
  • Residency Requirement: Applicants claiming “Residency Preference” must maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
