You will serve as an ACCOUNTANT in the Navy International Programs Office of NIPO FIELD OFFICE.
Duties
Help
- You will lead the Command's Integrated Risk Management (IRM) Program, overseeing Command-level and Sea Services Security Assistance enterprise control assessments in accordance with DoDI 5010.40 and organizational strategic priorities.
- You will formulate and execute a comprehensive strategy, program budget and action plan to acquire and manage IRM Program resources.
- You will apply your financial accounting and systems knowledge to analyze, interpret, and implement accounting guidance and procedures.
- You will develop new financial management policies as needed.
- You will assist with Financial Improvement and Audit Remediation activities in support of the Security Assistance Accounts full financial statement engagement.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed time frames. SCW level required: FOUNDATIONAL
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: knowledge of theory, concepts, principles and practices of Federal accounting, auditing, budgeting and financial management; skills in qualitative and quantitative analysis to interpret financial reports and documents;
skills in automated systems; ability to develop, coordinate and implement policies and procedures related to audit readiness.

Education
Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
