Project Overview

The project involves modifications to an existing facility to re‑cylinder and remove contaminants from aging cylinders containing legacy tails. The scope includes a new decay store, cross‑site cylinder transport and management of multiple interfaces with existing site services. The project site is a nuclear site in Capenhurst, Cheshire (UK). The initial scope covers design optioneering and production of a concept design;

upon successful completion of the concept design, the candidate may manage the delivery of Front End Engineering Design (FEED) and for a follow‑on EPCM contract to be awarded.

The successful candidate will be seconded into the client organization and work as part of an integrated team. Design will be executed by both the client and a consultant organization experienced in the design and management of risk, safety cases and permissioning of UK nuclear facilities. The project team is primarily based at the Capenhurst site, with travel to Warrington required.

Flexibility in work location includes a minimum of three days per week working from either the Capenhurst or Warrington offices.

Candidates must have or be able to obtain an SC security clearance.

Job Summary

In this role you will provide construction expertise during the conceptual design phase, responsible for construction planning, estimating traffic numbers, construction workforce numbers, temporary facilities required for the delivery of the project, construction staging and execution plan development.

“This position is designated as part‑time telework per our global telework policy and may require at least three days of in‑person attendance per week at the assigned office or project. Weekly in‑person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership.”

Major Responsibilities
  • Responsible for construction planning activities on a high‑complexity project within a nuclear licensed site involving multiple stakeholders.
  • Assess constructability of design, input into the design process and prepare construction sequencing plans.
  • Prepare indicative construction execution programmes based on a concept design level of maturity.
  • Interface with client stakeholders in an operational nuclear licensed site with multiple stakeholders.
  • Communicate and promote the project health and safety accident and incident‑free culture jointly developed by Bechtel and the client.
  • Review work package contractor risk assessments and method statements to ensure work activities are planned safely.
  • Conduct SIMOPS reviews and deconflict work activities to prevent clashes with ongoing production operations or construction work.
  • Assist in developing and implementing quality control procedures to ensure construction work meets specified standards, including inspections and tests to verify the quality of materials and workmanship.
  • Review existing client processes and procedures for construction and identify improvements.
  • Monitor the execution of surveys and intrusive investigations.
  • Implement and enforce policies, procedures and related work rules as established by field construction management.
  • Coordinate with the Site Manager on contract administration and activities affecting contract administration operations.
  • Ensure the project’s environmental control plan is properly implemented.
  • Coordinate field engineering work with the project startup group as required.
  • Ensure compliance with procedures and maintain productivity across all work activities.
  • Develop a process for tracking and maintaining required site permits and licenses.
Education and Experience Requirements
  • Bachelor’s degree (or international equivalent) and relevant work experience.
