Reports To: District McKinney-Vento Liaison, and Associate Superintendent of Student Services, Student Wellness and Success

Position Summary: Warren City Schools seeks a compassionate, organized, and collaborative Family Housing Navigator to support families experiencing homelessness in Trumbull County and student parents enrolled in the district's GRADS program. This position will work closely with district staff, homeless shelters, and community partners to promote housing stability, ensure continuity of school attendance, and coordinate comprehensive supports that remove barriers to student success.

The Family Housing Navigator serves as a critical liaison between families, schools, and housing systems to help families access safe, decent, and affordable housing while supporting educational stability and well‑being for students.

Minimum Qualifications
  • Experience working with families experiencing homelessness, at‑risk youth, or vulnerable populations.
  • Knowledge of the McKinney‑Vento Homeless Assistance Act and issues impacting homeless students and families.
  • Strong interpersonal, organizational, and communication skills.
  • Ability to work collaboratively with schools and community agencies.
  • Ability to maintain confidentiality and professional boundaries.
  • Valid Ohio driver's license and reliable transportation.
Preferred Qualifications
  • Bachelor's degree in Social Work, Human Services, Counseling, Education, Psychology, or a related field or Master's degree in Social Work, Counseling, or related field.
  • Licensure (LSW, LPC, or equivalent) in the State of Ohio.
  • Experience in housing navigation, case management, or school‑based social services.
  • Knowledge of local housing resources and Continuum of Care systems.
  • Bilingual abilities.

  • Knowledge of housing systems, community resources, and social service networks.
  • Understanding of trauma‑informed, strengths‑based, and culturally responsive practices.
  • Ability to assess needs and develop service plans.
  • Strong advocacy and problem‑solving skills.
  • Ability to manage multiple cases and priorities.
  • Effective written and oral communication skills.
  • Proficiency with data systems, documentation, and basic office technology.
  • Ability to work independently in community settings and as part of a multidisciplinary team.
Essential Duties and Responsibilities
  • Serve families experiencing homelessness and unaccompanied youth identified under the McKinney‑Vento Act, as well as student parents enrolled in the GRADS program.
  • Collaborate with counselors, administrators, social workers, school‑community liaisons, and other district staff to support student attendance, engagement, and family stability.
  • Provide intensive care coordination to connect families with school‑based and community‑based services.
  • Participate in weekly McKinney‑Vento partnership meetings and other interagency meetings to ensure alignment of services and timely referrals.
  • Conduct comprehensive assessments of family and student needs, including housing, psychosocial, educational, childcare, health, and mental health needs.
  • Develop individualized service plans and housing stabilization plans in collaboration with families and partners.
  • Assist families in navigating housing options and applications, including emergency shelter, transitional housing, permanent housing, public housing, and rental assistance programs.
  • Advocate on behalf of families with landlords, housing providers, and agencies to secure safe, decent, and affordable housing.
  • Support continuity of school enrollment and attendance during periods of homelessness and housing transition in accordance with McKinney‑Vento requirements.
  • Provide targeted support to student parents in the GRADS program, including coordination of childcare, parenting resources, and academic supports.
