Overview
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce.
About the Position:
This position is located with the Directorate of Emergency Services, Fire Department, on Detroit Arsenal, Warren/Macomb MI.
This position is included under the provisions of Special Retirement Coverage (SRC) and may have both a maximum entry age and a mandatory retirement date.

Responsibilities- Serve as Fire Chief for the management and supervision of Fire Protection and Prevention Programs, and daily fire department operations.
- Direct firefighting activities by developing procedures, techniques, and methods of operation.
- Supervisory responsibility for the installation fire department consisting of approximately 42 employees to include two fire companies, communication center, Fire Prevention Section, and EMS.
- Provide technical advice on fire protection, fire prevention, emergency medical technician, and hazardous material/spill programs.
- Evaluate the efficiency and effectiveness of program operations, regulatory compliance and technical competence.
- Plan and direct operations and activities of Fire and Emergency Services Division.
- Assign, direct, and evaluate work of the subordinate organizational elements.
- Serve as initial on scene commander for all emergencies, directing fire crews, equipment placement and operation; prescribes fire-fighting procedures and media with due regard for safety of personnel and property.
- Maintains liaison with operating officials on post, advising them on fire prevention regulations and programs.
- Advise management on problems or changes in methods and procedures and is available for 24-hour duty in case of emergency.
- Develops standard operating procedures, instructional and informational letters, etc., to be disseminated to the installation.
- Plan, develop and conduct coordinated training and inspection programs.
- Review plans and conduct on-site inspections of new construction or alteration of facilities for compliance with recognized fire safety standards and practices.
- Plan and assign work to be accomplished by subordinates based on priorities, assignment requirements, and capabilities of employees.
- This position requires a Secret Clearance.
- This position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoDM 6055.06 to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- As a "Key" position, the incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
- This position requires the incumbent to wear the prescribed uniform and/or personal protective equipment while on duty.
- This position is required to work a 60-hour work week which is 120 hours per pay period and may be required to work overtime, nights, weekends, and holidays.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the incumbent to conform to the requirements set-forth in the National Fire Protection Association (NFPA) 1500, Fire Department Occupational Health and Safety Program.
- This position requires participation in a cardiovascular physical fitness program.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562.
