Position Summary The Contractor will provide financial management and program support in accordance with DoD and Air Force regulations, including DoDD 5000.1, DoDI 5000.02, DoD Financial Management Regulations, AFI 65 Series, AFMC Financial Instructions, and DFAS guidance.
Responsibilities include:
* Preparing program reports and financial documentation.
* Analyzing data to identify issues and recommend solutions for financial management effectiveness, work methods, and system efficiency.
* Developing and maintaining program budgets and financial tracking documentation.
* Reviewing and reconciling outputs from the Automated Budget Interactive Data Environment System (ABIDES) and maintaining historical comparison records.
* Utilizing the Integrated Budget Documentation and Execution System (IDECS) to prepare and update Procurement and RDT&E documents, ensuring alignment with ABIDES.
* Conducting monthly reviews of Military Interdepartmental Purchase Requests (MIPRs) and Miscellaneous Obligation Reimbursement Documents (MORDs) in compliance with policy.
* Consulting with U.S. Government personnel on financial operations and recommending process improvements.
* Supporting year-end closeout activities, PMA budget preparation, and quarterly reporting. The Contractor will also provide support using multiple financial and contracting systems, including but not limited to: CCaRs, CRIS, ABSS, IDECS II, OARS, FM Suite, CMCS, SAMRS, DISAM, MOCAS, BOQ, and Share Data Warehouse. Responsibilities Job responsibilities include but not limited to:
* Maintain accurate accounting of all overtime requests and actuals; provide regular status briefings on the overtime budget.
* Conduct research and assist with reconciliation of funds using data from U.S. Government (USG) database systems and other sources.
* Analyze and support liquidation of Unliquidated Obligations (ULOs) and Negative Unliquidated Obligations (NULOs) across all fiscal years.
* Support financial executions, Security Assistance Management Reviews, and other financial reviews as required.
* Participate in year-end closeout activities and assist in preparing the Program Management Administration (PMA) budget and quarterly reports.
* Prepare funding documents, maintain tracking systems, reconcile accounting data, and develop accounting status reports.
* Verify accuracy of data inputs across accounting, financial, and contract systems.
* Ensure deliverables are properly paid; identify and report improper payments.
* Recommend corrective actions for discrepancies and assist in financial reconciliation of contracting, finance, and payment office inputs. Qualifications

* Education Required:
Bachelor's degree in Business, Economics, Finance, Accounting, or equivalent
* Must have strong accounting, pricing, and financial management/program control acumen within the DoD services market
* Experience in US Government Cost Accounting principles and/or indirect rate models.
* High proficiency in MS excel (e.g., data aggregation, advanced formulas, pivot tables, tables and graph production) and in MS PowerPoint.
* Strong analytical skills
* Ability to prioritize work and meet deadlines
* Ability to work independently and under high pressure Interpersonal Skills
* Effective Communication:
Strong ability to communicate complex acquisition and program management concepts clearly and concisely, both orally and in writing, to diverse audiences including senior leadership.
* Strategic Problem Solving:
Demonstrated aptitude for identifying programmatic challenges and proactively recommending viable solutions and alternative courses of action.
* Collaboration & Team Support:
Proven ability to work collaboratively with cross-functional teams, including government stakeholders and external agencies, to achieve program objectives and resolve issues.

Skills:
Skilled in managing multiple priorities, coordinating program activities, and supporting structured planning efforts to ensure alignment with cost, schedule, and performance goals. Additional Information
