This role is for a Senior Pursuit Manager focused on the Water Solution Portfolio. You will drive Design Build pursuits and mega-pursuits for the Water Solutions group. In this role, you will have the opportunity to:

• Responsible for pursuit management, coordination of proposals, interviews and negotiations leading to selection
• Manage proposals that are Design-Build or large services scope with medium to high-risk profiles
• Manage multiple pursuits of differing revenue, contracting structures, complexities and schedules at a given time

Professionals in Pursuit Manager roles regularly interface with Segment, Solution and Operations leadership, gaining exposure to client types, delivery methods, contracting models and project risk profiles. You will interface with Client Account Management, Project Director and Project Manager to develop the proposal execution strategy, schedule, assemble the proposal response team, and develop the project execution plan.

The Team – Black & Veatch’s Governments & Communities focuses on infrastructure needs of municipalities, state and local governments, and specialized physical and digital infrastructure solutions for government and federal agencies. You will drive pursuit teams and oversee responses to RFPs. Proposals may range from small to large scope with medium to high-risk profiles.

• Organize and manage pursuit positioning activities following lead identification
• Foster understanding of client organization, buying patterns, project selection committees, influencers and political dynamics
• Manage proposal development from assignment to contract signing
• Ensure budget, schedule, and quality of assigned proposals
• Ensure CWAM compliance and adherence with proposal process procedures
• Collaborate with Client Account Manager and Project Management to implement the proposal strategy
• Facilitate proposal kick-off meetings and strategy meetings
• Ensure project management participation in proposal processes (execution plan, risk mitigation, terms)
• Drive collaboration among pursuit team members and other stakeholders
• Maintain accountability to meet deadlines and delivery requirements
• Continuously evaluate risks in collaboration with the team
• Lead Mega Project proposals and coordinate required process requirements

• Minimum Qualifications: Bachelor’s Degree or equivalent experience; 8+ years in engineering, project execution or technical pursuit management
• Pre-employment onboarding may include background check, drug screen, and motor vehicle records search as required by law

• Experience with DB and Water projects preferred
• Understanding of financial metrics (PGM, revenue, overhead)
• Contracts knowledge, problem-solving, and proficient use of proposal tools (e.g., Salesforce, MS Office)
