About The Contra Costa Crisis Center

The Contra Costa Crisis Center (CCCC) operates the 211 Information & Referral system and 988 Suicide & Crisis Lifeline, providing critical access to services, crisis intervention, and community-based resources for residents across the county.

Position Overview

The Information & Referral (I&R) Data & Systems Lead is a senior, non-supervisory operations role responsible for the governance, integrity, and functionality of the Crisis Center’s 211 and 988 data systems, including the 211 resource database and related data systems supporting I&R and crisis services, with primary ownership of the Well Sky platform. This is a data systems governance and reporting position within a 211 and 988 crisis services environment.

It is not an IT infrastructure or technical support role.

The I&R Data and Systems Lead serves as the institutional authority for I&R data standards and system configuration. The role exercises independent professional judgment in applying Inform

USA taxonomy and inclusion criteria, designing and maintaining assessments and workflows, and producing data and reports required for contracts, quality assurance, disaster response, and operational decision-making.

Community and provider engagement is conducted in service of data accuracy, system integrity, and shared understanding of available services, in coordination with leadership.

Key Responsibilities I&R Data Governance
  • Lead governance of the 211 resource database and Well Sky system to ensure accuracy, consistency, integrity, and timeliness of information.
  • Independently apply Inform

USA taxonomy, eligibility standards, and inclusion/exclusion criteria, including judgment calls where interpretation is required.
  • Maintain disaster and emergency resource listings in alignment with agency protocols and national I&R standards.
System Configuration, Assessments & Reporting
  • Design, configure, and maintain assessments, data fields, workflows, and reporting structures within Well Sky to support 211 and 988 operations, new and existing contracts, and quality assurance requirements.
  • Translate service delivery models, contractual obligations, and reporting requirements into functional data collection and reporting tools.
  • Generate, validate, and interpret reports for leadership, funders, audits, and compliance purposes.
Quality Assurance & Internal Support
  • Conduct routine data audits and quality assurance reviews to ensure data accuracy and reliability.
  • Identify data gaps, risks, or system issues and recommend corrective actions or system enhancements.
  • Serve as an internal resource to Operations, Clinical, and Call Center teams on I&R data standards, reporting, and system use.
Community & Provider Engagement
  • Maintain working relationships with community providers to ensure timely updates to service listings, eligibility criteria, and contact information.
  • Participate in meetings, trainings, and presentations related to I&R systems, community resources, and service access, as appropriate and in coordination with leadership.
  • Perform other related duties as assigned, consistent with the scope and responsibilities of the position.
Qualifications
  • Bachelor’s degree in human services, public health, data management, or a related field, or equivalent experience.
  • Demonstrated experience in a 211 or Information & Referral environment strongly preferred.
  • Hands‑on experience with Well Sky database systems strongly preferred.
  • Working knowledge of Inform

USA standards, taxonomy, and certification practices.
  • Strong analytical, organizational, and communication skills.
  • Ability to work independently and exercise professional judgment in a fast‑paced, high‑stakes operational environment.
Why This Role Matters

Accurate, well‑configured I&R data systems are foundational to:

  • effective support for people in crisis,
  • reliable navigation of community resources,
  • contract compliance and reporting credibility, and
  • coordinated disaster and emergency response.

The I&R Data & Systems Lead functions as core operational infrastructure for the Crisis Center’s 211 and 988 services.

Application Process

Applications will be reviewed on a rolling basis.
