Up to 40 hours/week, based on contract funding

Under the supervision of the Director of Health and Homes, the Program Manager provides both program leadership and direct-service support, ensuring compliance with funding guidelines while providing trauma-informed, culturally responsive care. In addition to overseeing youth and young adult service contracts for Walla Walla, Columbia and Garfield Counties and helping coordinate services in the community, this position carries a small caseload to remain engaged with frontline service delivery.
The Program Manager provides strategic oversight and leadership for community outreach and engagement for BMAC service-related activities and resource connection for BMAC’s programs, including shelter and nourishment. This position works in collaboration with the broader Health and Homes team to effectively connect vulnerable populations with the services they need. The Program Manager will serve as the primary liaison with the Department of Commerce’s Office of Homeless Youth and with other local youth and young adult service providers.
OVERVIEWOF RESPONSIBILITIES
Includes, but is not limited to:
- Program Operations & Compliance
- Work closely with the H&H Director and Assistant Director to monitor program performance and meet contractual benchmarks.
- Support the development, implementation, and refinement of program policies and procedures.
- Oversee contracts, including Youth Housing Demonstration Project and Office of Homeless Youth contracts.
- Coordinate with community partners to streamline referrals and strengthen service delivery in underserved areas.
- Monitor caseloads and staff work quality through regular review of case files, HMIS data, and reports to ensure timely submission of required program reports; provide guidance on corrections and improvements.
- Identify trends, service gaps, and areas for program improvement.
- Participate in community outreach and stakeholder meetings to promote program visibility and collaboration.
- Work closely with the Director on budget oversight, billing review, and revenue maximization within program guidelines.
- Assist in preparing and submitting grant applications, renewals, and reports.
- Program & Staff Supervision
- Provide direct supervision, coaching, and professional development to Navigators and Case Managers in their program.
- Foster a strength-based, supportive, and innovative culture among staff to provide excellent client care and a responsive approach to address direct care and system level challenges.
- Conduct regular one‑on‑one meetings and team meetings to communicate program requirements, monitor workload, review cases, and address challenges.
