DescriptionWSDOT is currently seeking a Property Acquisition Specialist 4 in the Olympic Region. This position assists Headquarters Property Management and supports our agency’s strategic plan, focusing on Workforce Development, Diversity, Equity, and Inclusion, and Resilience.
What To ExpectThis position assists the Olympic Region Property & Acquisition Specialist 6 Property Manager with overseeing property management needs, including project‑related property management and ongoing non‑project management such as displace leases, non‑displaced leases, airspace and ground leases, cooperative agreements, encroachment clearance, surplus property disposal, value memoranda, and auctions.
Responsibilities- Process all surplus and leasing files.
- Ensure compliance with applicable laws and the Right of Way Manual. Verify that all steps in the review process were followed.
- Resolve complex property management issues.
- Operate state vehicle to conduct site inspections.
- Recommend actions to the Real Estate Services Manager.
- Review and advise Region and Headquarters staff on required transaction documents.
- Demonstrated ability to assist with oversight of Property Management functions by processing surplus and leasing files and ensuring compliance with laws, policies, and procedures.
- Strong analytical skills to resolve complex issues such as encroachments, airspace, lease disputes, and surplus property disposal.
- Excellent interpersonal and communication skills; able to build professional, respectful relationships with diverse stakeholders.
- Independent decision‑making ability; prioritizes competing deadlines and meets required timelines.
- Advanced reading and interpretation of legal documents, title reports, and real estate materials; translates specialized language for internal and external stakeholders.
- Proficiency in Microsoft Office, File Maker Pro, Adobe, and web‑based tools.
- Unrestricted, valid Washington State driver’s license.
- Experience using property management, document management, project tracking systems (e.g., Project Wise, SR View, ECM, IRIS).
- Knowledge of highway access control principles and applicable regulations.
- Understanding of surplus property disposal laws and procedures.
- Notary Public in Washington State.
- Core business hours:
Monday – Friday, 6:00 AM – 6:00 PM. - Eligible for teleworking and flexible/compressed schedules.
- Travel required for meetings, inspections, and training.
- Position is overtime exempt.
- Compensation may include other forms of pay depending on position designation.
