Position Overview /DutiesAbout the Position: As the Supervisory Resource Management Analyst, this position is responsible for managing the Walla Walla District's Budget and Manpower functions. As the Supervisor, coordinates day-to-day activities of a staff of approximately five team members. Come be a part of our team!
Duties- Oversees the District's entire budget lifecycle, from planning and formulation to execution and review, across various complex fund types while ensuring financial compliance.
- Directs the full range of the Manpower Management Program, serving as the senior advisor on all manpower matters, validating personnel actions, and ensuring data accuracy in reporting systems.
- Supervises a team of five employees in the Budget and Manpower branch, handling all aspects of leadership, including work assignment, performance evaluation, training, and resolving personnel issues.
- Leads the District's Program Budget Advisory Committee (PBAC) and represents the District in formal presentations to higher headquarters to justify and defend budget, funding, and manpower programs.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. You must possess or obtain and maintain this certification within 2 years of employment in this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized
Experience:
One year of specialized experience which includes formulating and executing the budget; performing analysis on historical execution and recommending funding adjustments and realignments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
You will be evaluated on the basis of your level of competency in the following areas:

- Oral Communication
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
EducationSome federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted.
Additional Information- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
