We are seeking a highly analytical and forward‑looking leader for the Functional Program Analyst 4 (FPA4 – Lead) position within the Washington State Office of the Insurance Commissioner (OIC). This role is based in the Tumwater Office and is essential to protecting Washington consumers and strengthening the state health insurance marketplace.
Responsibilities- Lead a team of analysts and oversee complex provider network access reviews.
- Perform advanced quantitative and qualitative analysis to identify provider network access gaps, trends, and compliance issues with Washington insurance law and federal requirements, including the Affordable Care Act.
- Aggregate, validate, and analyze data from multiple internal and external systems to ensure accuracy, integrity, and consistency.
- Develop and execute data queries and analytical methods to retrieve, manipulate, and evaluate network access data.
- Produce written analyses, visualizations, and narrative summaries for quarterly and market‑level reports.
- Serve as a working subject matter expert on complex network access delivery systems and regulatory decisions.
- Provide expert‑level review and make approval or disapproval determinations on complex, high‑impact alternative access delivery requests.
- Supervise and mentor a team of Functional Program Analysts, set performance expectations, conduct evaluations, and support professional development.
- Coordinate with Human Resources and program leadership for recruitment, onboarding, and performance reviews.
- Collaborate with internal and external stakeholders to facilitate provider network design, access standards, and compliance requirements.
- Lead continuous improvement efforts, contributing to process enhancements, analytical tools, and documentation standards.
- Seven (7) years of healthcare experience in regulatory compliance focused on provider network regulations and managed healthcare organizations.
- Expertise in data analysis, reporting, and use of data tools such as Power BI, Tableau, or Quest Analytics.
- Strong analytical skills for interpreting complex data and making data‑driven decisions to improve network access.
- Two (2) years of supervisory experience or five (5) years of demonstrated lead worker experience, including assigning, instructing, and evaluating staff performance.
- Intermediate proficiency in Microsoft Outlook, Word, PowerPoint, and Excel.
- Preferred: industry‑specific credentials such as Certified Health Data Analyst (CHDA) or Registered Health Information Technician (RHIT).
Experience drafting and analyzing provider contract provisions, and expert level Excel skills, are also desirable.

$5,666 – $7,622 monthly.
Employment TypeFull‑time. The position requires onsite presence at the Tumwater location two (2) days per week.
