Position: Functional Program Analyst 3 (FPA3)

About The Position

The Washington State Office of the Insurance Commissioner (OIC) is seeking a Functional Program Analyst 3 (FPA3) – Provider Contract Analyst to work in the Rates, Forms, and Provider Networks Division based in Tumwater, WA. The FPA3 will support the Provider Network Oversight Program by reviewing health care provider contracts and related agreements for legal compliance with Washington insurance laws, federal regulations, and applicable case law.

Duties
  • Independently review and analyze health carrier provider and facility contracts, contract amendments, leasing agreements, compensation exhibits, and single case agreements to determine compliance.
  • Perform objective evaluations of simple to moderately complex provider contracting arrangements, interpreting contract language and relationships.
  • Apply relevant RCWs, WACs, federal requirements, and legal precedent to contract reviews and document findings clearly.
  • Identify contract provisions that do not meet regulatory requirements and draft objections and recommendations for compliance.
  • Communicate compliance concerns to health carriers, providers, attorneys, and third‑party filers, working collaboratively to resolve issues.
  • Consult with the Functional Program Analyst 4 Supervisor, Program Manager, and other OIC staff on contract review issues affecting network development and maintenance.
  • Conduct research and provide subject matter guidance related to provider contracting requirements to internal and external stakeholders.
  • Facilitate consistent contract review standards through discussions of regulations, case law, and contract provisions with OIC staff.
  • Maintain accurate documentation of contract reviews, analyses, correspondence, and final decisions per OIC procedures and records retention requirements.
  • Perform other related duties and projects as assigned.
Qualifications Required
  • Six (6) years of full‑time professional experience in contract management, drafting and/or review of legal documents, regulatory examinations, compliance, or health care benefit plan administration.
  • Associate’s, Bachelor’s, or Master’s degree in public administration, business administration, law/legal studies, finance, or a related field, or the equivalent experience as outlined in the equivalency chart.
  • Intermediate‑level skills in Microsoft Outlook, Word, and Excel.
Preferred
  • Experience using the System for Electronic Rate and Form Filing (SERFF) software program.
  • Intermediate‑level skills in Adobe Acrobat Pro.
  • Industry designation such as Fellow Life Management Institute (FLMI) or Health Insurance Associate (HIA).
  • Experience drafting, analyzing, researching, or applying provisions of health or disability products or provider contracting rules.
