Perform skilled journeyman-level work and supervisory duties, at times, in the construction, maintenance, and repair of electrical power distribution systems.

Distinguishing Features of the Class

An employee in this class supervises and participates in various skilled and technical tasks associated with the electric distribution facilities and lines. The work performed by this class is the highest skill of the lineman class series. Work is distinguished from other Power Line Technicians by the level of independence, skill, and experience. Work requires employees to provide on-the-job training to lower-level Powerline Technicians or ground workers.

The employee must have considerable knowledge of the safety requirements and possible hazards involved in power line work. Independent judgment is exercised in determining the most appropriate methods and equipment for high-voltage wires.

Work requires frequent on-call and callback responsibilities. The employee is subject to hazards associated with electrical work, including working in both inside and outside environments, in extreme hot and cold weather as well as various storms, and exposure to various hazards such as loud noises, vibration, moving mechanical parts, electrical current, chemicals, fumes, odors, dust, mists, gases, confined spaces, poor ventilation, and oils.

Work is performed under an Electric Power Line Crew Supervisor and is evaluated by observing operational and safety standards compliance, productivity, and safety. Supervision is often exercised over other personnel temporarily.

Job Duties
  • Performs all of the duties of a Power Line Technician III.
  • In the absence of the supervisor, electric Power Line Technicians, and workers lead the installation, maintenance, and repair of the electric distribution system.
  • Installs primary and secondary electric power lines and operates various heavy equipment, including bucket trucks, line trucks, backhoes, etc.
  • Installs, repairs, or replaces overhead and/or underground lines and appurtenances and installs transformers, fuse cutouts, meters, and switches.
  • Participates in and instructs lower-level Power Line Technicians in the installation and alignments of power line poles; performs more complex work involving energized primary lines; strings primary and secondary lines; attaches wire to insulators and cross arms; and participates in the installation, repair of and replacement of cross arms, insulators, lightning arrestors, and circuit breakers.
  • Inspects work for adherence to standards, productivity, and quality.
  • Requisition s supplies, materials, and tools and completes work orders.
  • Installs equipment used to regulate current flow, builds transformer banks, and transfers electric lines from old to new poles.
  • Supervises and participates in making emergency repairs.
  • Performs related duties as required.
Knowledge, Skills, and Abilities
  • Considerable knowledge of the standard techniques and practices used in power line construction and maintenance work.
  • Considerable knowledge of the use and care of all tools, equipment, and supplies used in power line distribution work.
  • Considerable knowledge of the hazards and safety precautions involved in power line work.
  • Considerable knowledge of the principles of electricity as related to transmission and distribution.
  • Skill in the operation of related equipment.
  • Ability to operate bucket trucks, climb poles and work efficiently and safely.
  • Ability to work on high voltage lines and to take precautionary measures to avoid accidents.
  • Ability to understand oral and written instructions.
  • Ability to respond to any emergency in a fast and efficient manner.
  • Ability to make decisions and supervise lower-level technicians.
Minimum Qualifications Desirable

Education and Experience

Graduation from high school supplemented with technical courses related to electricity and electrical theory and a minimum of 10 years of Lineman experience; two of those years must be working for the Town of Wake Forest as an Electrical Power Line Technician; or an equivalent combination of education and experience.

Special Requirements
  • Possession of a valid Class “A” NC Commercial driver's license.
  • Possession of Power Line Technician Journeyman Certification.
  • CPR and First Aid certifications.
