Position: Traffic Signs & Markings Supervisor II (F2-09)

Supervises, through subordinate supervisors, all activities involved in the fabrication, installation, and maintenance of traffic signs; the painting of traffic regulatory and street markings for all County streets and roads; and performs other related duties as required.

Distinguishing Characteristics

This class differs from the Traffic Signs and Markings Supervisor I in that it supervises, through subordinate supervisors, all activities involved in the fabrication, installation, and maintenance of traffic signs, the painting of traffic signs, and the painting and maintenance of traffic regulatory and street markings; whereas the Traffic Signs and Markings Supervisor I supervises a crew engaged in painting, installing, and repairing traffic signs, street signs, and pavement markings.

The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.

  • Supervises all activities involved in the fabrication, installation, maintenance, painting and replacement of traffic signs; and the painting and maintenance of traffic regulatory and street markings.
  • Reviews new installation work orders for duplication or conflict and assigns them to appropriate supervisors.
  • Coordinates the work of the section by reassigning employees to crews to ensure optimum utilization of personnel and equipment. Issues maintenance work orders and assigns them to appropriate supervisors. Determines work priorities and establishes deadlines.
  • Plans and coordinates work of the section with other sections to ensure that proper signage and striping are installed at the appropriate time.
  • Reads and interprets street plans for planning work; prepares sketches of projects to help explain work required.
  • Develops operational policies and procedures.
  • Reviews and inspects work operations and makes improvements as necessary.
  • Makes inspectional tours of streets to determine condition of traffic signs and markings, and takes corrective measures as necessary.
  • Oversees the inventory of supplies, equipment, and materials; monitors expenditures and usage, and supervises the receipt, storage and issuance of tools, equipment, supplies and materials.
  • Investigates complaints from public and takes corrective action.
  • Responds to emergencies and cooperates with Police, Corporation Counsel, Civil Defense, and other agencies to ensure public safety on County roadways.
  • Corroborates with Corporation Counsel in litigation cases; represents section at depositions and trials when required.
  • Evaluates the performance of subordinate supervisors; reviews the performance of other employees with subordinate supervisors.
  • Recommends staffing changes and personnel actions; participates in the interview and selection for promotions or vacancies. Reviews and investigates all personnel complaints and grievances and takes appropriate action.
  • Enforces safety rules, regulations, and practices; provides safety training for employees.
  • Oversees and maintains records of all activities related to signs and markings work and prepares required operational reports.
Training and Experience

A combination of education and experience substantially equivalent to completion of high school and three (3) years of journey level work experience in the painting, fabricating and installation of traffic signs and pavement markings two (2) years of which shall have been in a supervisory capacity.

License Requirement

Possession of a valid Hawaii State driver's license (Class
3) or any other comparable valid motor vehicle operator's license.

Knowledge of

Principles and practices of supervision; methods, tools, and equipment used in applying paints and other painting material; methods used in the care and maintenance of brushes and other painting equipment; methods, materials, and equipment used in erecting and maintaining traffic signs; work hazards and safety practices of the work.

Ability to

Plan, assign, coordinate, and review work of subordinates; read and understand street plans; read and understand Traffic Code; inspect traffic signs and street markings and determine need for repairs and/or repainting; estimate labor and material needs for projects; prepare reports; issue clear and concise oral and written instructions; deal effectively with others.
