Position: Mechanical Engineer V (EN-26)

Description

EN26 (Appointment may be made at any rate within the salary range from $8,706 EN26-D, to $10,817, EN26-L, per month at which appropriate qualified applicants can be recruited). Performs difficult professional engineering work in supervising and participating in the design, installation, operation and maintenance of mechanical equipment and systems, and/or in the review and analysis of plans and specifications for mechanical engineering features and compliance with code requirements;

and performs other related duties as required.

Distinguishing Characteristics

This class differs from that of Mechanical Engineer IV in that the Mechanical Engineer V is responsible for a number of complex and major projects operating simultaneously, where the problems of supervision and/or coordination are pronounced; whereas the Mechanical Engineer IV is responsible for a complex and major project or several less complex projects.

Examples of Duties
  • Plans, directs, supervises and coordinates the installation, maintenance, overhaul and repair of all County plant facilities and operations including treatment plants, pump stations, telemetering and communication systems, electrical control systems and related auxiliary installations; serves as the principal consultant and advisor on technical concerns dealing with mechanical and electric/electrical activities for existing and proposed facilities, including those with extensive and highly complex processes and equipment;
  • Develops, directs and coordinates the preventive maintenance and corrective maintenance activities of treatment plants and pumping stations;
  • Reviews, advises upon and initiates any changes to existing plant facilities to correct and prevent mechanical or electrical failure;
  • Makes office and field studies of proposed projects and recommends the design, type and location of equipment;
  • Supervises the installation, testing and acceptance of new facilities and equipment;
  • Reviews and recommends approval/disapproval of, and changes to, plans and specifications of proposed projects;
  • Supervises and/or conducts preliminary and final acceptance tests of pumping units and plant facilities;
  • Supervises and/or conducts periodic tests to determine operational efficiency of existing pumping units and plant facilities and recommends corrective action as required;
  • Participates in the review of all modifications to contracts and change orders for maintenance and repair work;
  • Recommends the adoption of new technology and programs including cost benefit studies, in‑service training and safety programs;
  • Inspects repair work, new projects and contract work;
  • Prepares technical reports and correspondence.
Minimum Qualification Requirements Training and Experience

A combination of training and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in mechanical engineering and one year of registered professional mechanical engineering experience.

License Requirement

Possession of a certificate of registration as a professional mechanical engineer in the State of Hawaii.

  • The principles, practices, methods and techniques of mechanical engineering; engineering mechanics, mechanics of materials, machine design, thermo‑dynamics and hydraulics;
  • Basic principles and practices of electrical engineering;
  • Principles and methods of conducting a variety of tests on materials and equipment;
  • Code requirements as they pertain to mechanical engineering;
  • Sources of engineering information;
  • Principles and practices of supervision.
Ability
  • Apply mechanical engineering principles;
  • Interpret, apply and modify a variety of guidelines and precedents to the solution of specific problems;
  • Review and analyze plans and specifications pertaining to mechanical engineering features;
  • Interpret and apply technical provisions of various codes;
  • Prepare engineering reports and correspondence;
  • Deal tactfully and effectively with engineers, architects and the public;
  • Give and follow oral and written instructions;
  • Plan and review the work of subordinates.
