Description
Researches, analyzes, designs, and produces the full range and variety of Geographic Information System (GIS) projects and applications and participates in the design and maintenance of the GIS database; and performs other related duties as required.
Distinguishing CharacteristicsThis class is distinguished by its responsibility to independently research, design and produce the full range and variety of thematic map projects and applications. Work assignments may also include assisting in the supervision and training of lower level staff and/or directing the work of subordinates as it relates to specific projects.
Examples of Duties- Manages data entry projects to produce thematic map data and reports using a GIS.
- Designs and produces thematic map data and applications.
- Writes computer programs to format data and assists in developing the database for map production.
- Meets with user department representatives to develop and determine GIS needs.
- Researches, analyzes and designs GIS projects and applications requiring writing programs to meet user's needs.
- Manages aerial photograph and remote sensing projects.
- Enters delineated map and descriptive information into GIS through digitizing, key entry or other standard map data entry procedures.
- Analyzes and interprets aerial photographs or hard copy maps to delineate elevations, wetlands, vegetation, agricultural land, urban land and other geographic and land use characteristics.
- Investigates and verifies geographic and land use data by making physical inspections.
Training and
Experience:
A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in physical or natural science, geography, engineering, planning, computer science or related field, and two (2) years of progressively responsible experience using GIS software in the design and production of thematic maps and other applications.
License Requirement:
Possession of a motor vehicle operator's license valid in the state of Hawaii (Equivalent to Hawaii Type
3).
Knowledge of: geography as it applies to GIS; concepts and principles of GIS; mapping, cartography, surveying, and photogrammetry; data and word processing; statistics; GIS software packages; computer programming language; GIS and relational database management concepts and theories; operations, characteristics and capabilities of various types of GIS computer and peripheral equipment; research methods and techniques.
Ability to: analyze, correlate, and evaluate thematic map data and records; create GIS computer programs to enter, process and create maps, graphics and data reports; manage the preparation and operation of GIS projects; maintain effective working relationships with others; formulate ideas and present them clearly and concisely, orally and in writing.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.

The above examination is being given on an open-competitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.
