Recreation & Community Services Operations Manager; Performing & Cultural Arts

Overview

Help shape the city’s cultural experiences by leading arts programs, events, and performances. This position oversees Moonlight Stage Productions, community venues, and city staff while overseeing budgets, safety, and public partnerships. Under administrative direction, the Recreation & Community Services Operations Manager plans, organizes, integrates and directs the programs, operations and staff of the Recreation & Community Services Department’s Cultural Arts or Recreation Division, including operations of the Moonlight Amphitheater, The Avo Playhouse, Senior Center, Adobe, Recreation Center or The Wave Waterpark; administers and oversees services provided by contract; and performs related duties as assigned.

With administrative guidance and direction from the Director of Recreation & Community Services, this classification is responsible for managing and integrating a variety of functions, programs, and staff engaged in the operation of community services and recreation programming. The incumbent exercises significant authority and independence in implementing a broad range of services and programs, including the administration of contract services and oversight of the Public Arts Commission.

Plans, organizes, controls, integrates, and evaluates the work of the Recreation & Community Services Department’s Divisions; manages and directs the development, implementation, and evaluation of plans, policies, systems, and procedures to achieve the division’s annual goals, objectives, and work standards; works with division supervisors to develop, implement, and monitor short and long-term plans, goals, and objectives focused on achieving the department's mission and assigned priorities;

participates in the development and monitoring of the division’s annual operating budget; participates in the selection of staff; plans and evaluates staff performance; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; provides technical guidance and assistance to division staff; and takes disciplinary action to address performance deficiencies in accordance with the City’s personnel rules, policies, and labor contract provisions;

participates in the development, implementation and administration of comprehensive programs, policies, guidelines, and procedures related to the City’s recreation and community services operations, systems and facilities; ensures the division’s programs and activities are in compliance with relevant laws, regulations, and rules; ensures the City’s and department’s safety program and goals are implemented and carried out; develops and implements safety requirements to be carried out in the division;

and serves as liaison to advisory boards.

Specific to Cultural Arts Division

Plans and organizes Moonlight Stage Productions’ programming including concerts and community events; manages and oversees the supervision of the artistic aspects of theatrical productions and cultural activities of the Moonlight Amphitheatre; assists in various fund-raising activities and events for Moonlight Cultural Foundation; coordinates with Moonlight Cultural Foundation on Moonlight Stage Productions’ marketing strategies; supervises and manages business and management aspects of theatrical productions and cultural activities of Moonlight Stage Productions;

oversees the supervision of Vistix ticket services; liaison to the Public Arts Commission and public art programs; supervises facility usage including rentals for Moonlight Amphitheatre and AVO Playhouse.
