Accounting Manager, Bookkeeper/ Accounting Clerk
Under general supervision, the Accounting Technician performs technical accounting duties of average difficulty. This position supports City payroll and accounting by processing payroll records, preparing financial reports, managing cash and taxes.
Depending on assignment, duties may include developing and maintaining complex spreadsheets, preparing financial reports and journal entries, assisting with preparation of City records for annual financial and compliance audits conducted by various governmental agencies; assisting in ongoing maintenance of automated accounting systems; implementing new procedures and providing technical assistance.
The current vacant position is in the City's Finance department, primarily responsible for completing payroll operations, serving as backup support for accounts payable functions, and other duties as assigned.
Prepares financial reports, general ledger account reconciliations, journal entries assisting with preparation of City records for annual financial and compliance audits conducted by various governmental agencies; develops, maintains and performs data entry into complex spreadsheets; utilizes computerized accounting system, preparing account reconciliations that involve processing accounting transactions, account record keeping and preparation of journal entries; maintains records of the receiving, banking, investing and accounting of revenues, fees, collections and other City income;
processes sales and use tax payments and supports accounts payable function; analyzes cash flow and bank balances; inputs data to computer terminal; reconciles bank statements; reconciles cash sheet to bank statement; maintains City payroll records; inputs master payroll data for each employee; inputs and reviews data from time reports; proofs and audits payroll journals; prints payroll warrants on computer printer;
prepares retirement system report of payroll deductions and employer contributions; prepares payroll tax and insurance reports and prepares warrants for required payments; makes deposits to payroll bank account; posts bond registers; explains assessment districts to public; maintains subsidiary ledgers on assessment districts and trust deposits; designs accounting and related forms; performs customer service by responding to customer inquiries; maintains billing records, performs invoicing and accounts receivable duties, and provides research as needed;
answers telephone, takes messages and gives information requiring thorough knowledge of departmental and City policies and procedures; assists with ongoing maintenance of automated accounting systems; assists with implementing new procedures and provides technical accounting assistance; prepares accounting and related procedure manuals; and performs related work as required.
Any combination of training, education and experience which demonstrates an ability to perform the duties of the position.
EDUCATION/EXPERIENCEA typical qualifying entrance background is completion of a High School diploma (GED or equivalent), supplemented by specialized training or intermediate college level coursework in accounting, business, finance, or a related field; and two (2) years of experience providing support for technical level accounting or payroll functions.
