THE DIVISION
The City of Visalia's Water Reclamation Facility (WRF) is housed within the Waste Water Division of the Public Works Department and serves the community through collection, treatment and disposal of wastewater. The Visalia WRF currently treats an average of about 13 million gallons per day (MGD) of wastewater. The WRF uses a combination of membrane bioreactor (M ) filtration technology and ultra‑violet disinfection to remove greater than 99% of traditional pollutants and produce treated water that is suitable for landscaping and agricultural purposes.

The City seeks a Wastewater Treatment Plant Operator responsible for the various operations, functions, and utility systems of the WRF. The Operator will be expected to work independently as well as part of a team depending on assignments. Responsibilities include data collection, inventory maintenance, enforcement of plant and safety regulations, grounds and equipment cleaning, providing plant tours, and performance of related duties as required.
IDEALOPERATOR
The ideal candidate will be a self‑driven individual who possesses a high level of professionalism, sound knowledge of utility systems, and proper chemical and PPE use. Good communication skills are necessary to work effectively as a team with other operators as well as maintenance staff. The position requires possession of a valid State Water Resources Control Board Wastewater Treatment Plant Operator (Grade I / II/ III) License.
Having the ability to adapt to changing work schedules is necessary as this position will be expected to rotate being "on‑call", and work off‑shift or on weekends. In addition, the position requires excellent judgment, integrity, and the willingness to learn.
Any combination equivalent to experience and education that could likely provide the required knowledge, skill and ability is qualifying. A typical way to obtain the knowledge, skill and abilities would be:
- Previous experience as a WWTP Operator.
- Specialized training in wastewater operations.
- If hired as an Operator I, employee must obtain SWRCB Operator II License within 15 months of hire and SWRCB Operator III License within 36 months of hire.
- If hired as an Operator II, employee must obtain SWRCB Operator License III within 24 months of hire.
- Possession of a valid California Driver's License by time of appointment.
- Participates in mandatory on‑call rotation and must report to the worksite within forty (40) minutes after receiving notification of being called‑back by automated SCADA system.
- Position works swing shifts, weekends, and holidays.

Positions in this class require moderate to heavy physical work with prolonged standing, walking, bending, stooping, climbing, lifting and carrying loads weighing up to 95 pounds. Positions may also involve field work, resulting in exposure to the weather and exposure to disease causing bacteria.
