Wastewater Treatment Plant Superintendent

The City of Visalia Public Works Department is recruiting for a Wastewater Treatment Plant Superintendent to oversee the Water Reclamation Facility (WRF).

The City of Visalia's WRF is housed within the Wastewater Division of the Public Works Department and serves the community through collection, treatment, and disposal of wastewater. The WRF is designed to provide treatment and disinfection for up to 22.0 million gallons of wastewater per day (mgd). The treatment processes remove greater than 99% of total suspended solids (TSS) and biological oxygen demand (BOD);

the regulatory requirement is 85%. Current flows average about 11.0 mgd, which is down from about 12.0 mgd since 2013, attributable to conservation efforts by residents. The division’s staff are committed to customer service, safety, and high-quality services.

The Superintendent will be responsible for all functions of the WRF, ensuring compliance with State and Federal regulations. Responsibilities include coordinating with other departments, conducting research, preparing City Council presentations, and providing public assistance.

The ideal candidate will possess professionalism, knowledge of wastewater treatment principles, customer service skills, and a successful project track record. They should demonstrate sound judgment, integrity, and organizational skills, be self-driven, and able to communicate effectively with stakeholders. Certification requirements include the ability to obtain a California Pesticide Applicator Certificate within 1 year; a State of California Wastewater Treatment Plant Operator Grade V Certificate is highly desirable.

Knowledge of municipal procurement, regulatory requirements, and local government policies is also preferred.

Qualified candidates will have:

• At least five (5) years of experience in wastewater treatment operations, including four (4) years in supervision.
• An Associate Arts degree in chemistry, biology, or related science is desirable.
• A Grade V Operator Certificate is preferred.

• California Grade IV Wastewater Treatment Plant Operator Certificate.
• Valid California Driver's License or ability to obtain one.
• Ability to obtain a Pesticide Applicator Certificate within 1 year of hire.

Work involves office and field work, with exposure to weather, bacteria, and pollutants.
