Summary Summary Ho-Chunk Inc. Management Services (HCIMS) is seeking a full-time Senior Operations Planning and Intelligence Analyst. The Senior Operations Planning and Intelligence Analyst serves as a key member of The Office of Mobile Security Deployments (MSD), responsible for developing and maintaining comprehensive operations plans, conducting advanced intelligence and geospatial analysis, and providing expert advice and guidance to support MSD's crisis response and security operations worldwide.

The incumbent ensures that MSD's operational planning and intelligence functions are fully integrated, current, and responsive to evolving global security threats. The position is based in Dunn Loring, VA. Essential Functions
* Operations Planning, Analysis, and Interagency Coordination (Approx. 40%)
* Develops, maintains, and updates scenario-based operations plans for MSD missions, ensuring alignment with Department and interagency requirements.
* Coordinates with internal and external stakeholders to define operational requirements and ensure plans are flexible and responsive to changing global security conditions.
* Provides pre-operations advice, in-mission support, and post-mission analysis, including plan adjustments as needed.
* Promotes and trains MSD personnel in the DS Deliberate Planning Process (DPP) to ensure consistent and innovative planning approaches.
* Prepares and presents briefings and reports to MSD leadership, senior DS officials, and interagency partners.
* Participates in crisis response, special events, and contingency planning teams, ensuring timely and effective operational-level plans.
* Intelligence and Geospatial Analysis (Approx. 30%)
* Researches, analyzes, and coordinates open source and classified intelligence, including geospatial and imagery data, to inform MSD planning and operations.
* Produces finished intelligence products and provides direct analytical support to MSD teams conducting overseas and domestic missions.
* Interprets and extrapolates data from satellite imagery, mapping tools, and GIS databases; adapts geospatial technologies to MSD needs.
* Identifies and mitigates threats through analytical processes and recommends intelligence-driven operational adjustments.
* Data Collection, Evaluation, and Technology Integration (Approx. 15%)
* Plans and conducts research to solve complex geospatial and operational issues affecting MSD.
* Integrates IT and geospatial tools into MSD planning and personnel recovery procedures.
* Develop contingency plans to counter opposition tactics, techniques, and procedures, ensuring geospatial analysis is embedded in all plans.
* After Action Review (AAR) and Lessons Learned Program Management (Approx. 10%)
* Manages MSD's after-action review and lessons learned program, establishing methodologies for data collection, analysis, and dissemination.
* Synthesizes observations and prepares assessments for incorporation into a lessons learned database.
* Provides training and guidance on after-action processes and mission planning.
* Liaison, Representation, and Communication (Approx. 5%)
* Serves as a liaison with Department, interagency, and law enforcement partners on intelligence and operational planning matters.
* Advises and assists MSD leadership and teams, providing intelligence context and operational guidance.
* Briefs senior leadership on geospatial, intelligence, and operational developments; represents MSD at conferences and interagency forums. Supervisory Responsibility None required for this position. Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

* Must be able to remain in a stationary position 75% of the time.
* Occasionally moves about inside the office to access file cabinets, office machinery, etc.
* Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
* Expresses or exchanges ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.
* Frequently moves standard office equipment up to 25 pounds.
* Must be able to work indoor conditions 90% of the time. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. Position Type/Expected Hours of Work This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours maybe required as needed.
