State Director

As State Director of Virginia, you will lead statewide operations to ensure children and families receive the highest quality of care. You’ll oversee regional and local directors, drive compliance with Virginia regulations and COA standards, and safeguard client safety through strong oversight and swift action. This role combines strategic leadership with hands‑on guidance—you will shape outcomes, manage growth, and build trusted relationships with Virginia’s child welfare agencies and community partners.

Founded in New Wilmington, Pennsylvania in 1967, The Bair Foundation is a Christian non‑profit ministry serving children and families. We have provided quality care and services to children, youth, and families through a myriad of effective community‑based services. Today, The Bair Foundation provides services in 9 states, including Kentucky, New Mexico, North Carolina, Ohio, Pennsylvania, South Carolina, Tennessee, Texas and Virginia.

• Lead with Vision – Supervise Virginia’s regional and local directors, ensuring consistent and effective service delivery.
• Safeguard Children – Act quickly on safety concerns, resolve incidents, and ensure compliance with Virginia regulations and accreditation standards.
• Drive Performance – Monitor statewide outcomes, oversee program quality, and implement improvement plans.
• Fuel Growth – Develop budgets, achieve growth goals, and expand Virginia programs without compromising care.
• Strengthen Partnerships – Build and maintain relationships with Virginia DSS, legislators, and community partners.
• Inspire Teams – Mentor directors, lead regular statewide meetings, and foster a culture of accountability and collaboration.
• Protect Trust – Uphold confidentiality, compliance, and The Bair Foundation’s model of care across all Virginia programs.
• Education: Doctorate or Master’s degree in Social Work from an accredited college or university (Council on Social Work Education) OR a Doctorate/Master’s in a related field such as sociology, psychology, special education, or counseling
• Experience: Casework experience with children and families (minimum 3–4 years depending on degree)
• Leadership: At least 1 year of experience as an administrator or supervisor of casework services
• Other: Valid driver’s license and reliable transportation

• Strong knowledge of Virginia’s child welfare system and regulations
• Leadership experience managing multi‑site programs across a state
• Clinical background with proven success in program outcomes and growth
