Operations Manager, Water Management
Prince William County’s Department of Public Works, Solid Waste Division, is seeking a highly motivated and experienced Assistant Maintenance & Operations Superintendent to join our team at the County’s Municipal Sanitary Landfill in Manassas, Virginia. This position is responsible for planning, coordinating, and performing maintenance and repair of facility infrastructure, grounds, and landfill environmental control systems, as well as supervising and directing the work of assigned operational personnel.
The Assistant Maintenance & Operations Superintendent also plays a key role in project coordination, procurement, and safety programs. This position may serve as the acting facility manager in the absence of the Landfill Superintendent. The Assistant Maintenance & Operations Superintendent works both in the field and in the office under the supervision of the Landfill Superintendent. This position performs maintenance and repair work directly and also coordinates with contractors on larger construction and repair projects. The work requires sound judgment and the ability to understand and conform to a wide range of complex regulatory requirements, construction drawings, and technical reports.
This role also requires strong practical knowledge and hands‑on experience with maintaining complex mechanical systems, general building and grounds maintenance, and the use of work order management software. Expertise in inspecting, maintaining, and repairing landfill environmental control systems is essential.
Responsibilities in this role may include, but are not limited to the following:
- Facility and Equipment Management – Inspect, maintain, troubleshoot, and repair landfill environmental control systems associated with stormwater management, groundwater monitoring, leachate collection and pumping, landfill gas control, and SCADA systems. Maintain and repair facility infrastructure, including buildings, service areas, vehicle scales, utilities, roads, and fencing. Safely operate hand and power tools and small equipment. Assist in planning and scheduling preventive and corrective maintenance.
Identify and review specifications and support procurement activities. Oversee and coordinate contractor activities, including construction and maintenance projects. - Employee Supervision and Leadership – Manage approximately four employees performing facility and grounds maintenance and up to thirteen employees performing roadside litter collection. Participate in hiring, training, evaluating performance, and mentoring staff. Establish priorities, create work schedules, assign work, monitor progress, and develop and implement solutions to improve teamwork and efficiency and resolve operational issues. Foster a collaborative, safety‑focused workplace.
- Environmental Compliance and Recordkeeping – Prepare and maintain operational and regulatory documentation and reports. Use formal work order management software to assign, track, and report on maintenance tasks. Utilize computers and software applications, including Microsoft Outlook, Word, and Excel.
- Customer Service – Routinely interact with County staff, vendors, businesses, and the general public. Handle customer inquiries and resolve issues in a professional and tactful manner.
- Process Improvement – Analyze operational data to enhance efficiency, safety, and regulatory compliance. Implement continuous improvement initiatives to optimize facility operations.
- High school diploma or GED is required.
- Minimum five (5) years of recent, progressive, full‑time experience overseeing and performing maintenance and repair of facilities and grounds, including directly supervising employees.
