This position provides leadership and direction of procurement, accounts payable, accounts receivable, and policy compliance activities for the department’s General Fund, federal and state grants, capital purchases, gift, and special revenue funds.

- Prepare or oversee the preparation of large, complex agency budget
- Oversee a group of financial staff performing complex work
- Assist the Fiscal Manager with development and annual compilation of the annual, quarterly, and carryover budgets
- Direct all budgeting, purchasing, and payment activities for a specialized area of grants management, accounts payable/accounts receivable, or financial operation
- Assist in the development and implementation of fiscal management and accounting procedures for the agency
- Maintain financial policies and procedures and have direct oversight of audits
- Coordinate and oversee audit processes
- Ensure compliance with all applicable Federal, State and County regulations and procedures
- Extensive knowledge of the principles, methods, and practices of governmental budgeting and financial management
- Thorough knowledge of intergovernmental financial management, grant management and contract management
- Ability to plan and implement activities to ensure effective and efficient utilization of resources
- Graduation from an accredited four-year college or university with a bachelor’s degree in accounting, business administration, public administration, public policy, or a related field
- Four years of professional-level experience in finance, business administration, budgeting, or contract management; a master’s degree in a related field or CPA may substitute for 1 year of experience
- CPR (Required within 60 days)
- AED (Required within 60 days)
- Five or more years of experience supervising individual contributors and supervisory staff in a financial setting
- Seven or more years of experience with responsibility for planning and overseeing execution of accounts receivable, accounts payable, procurement, and general accounting activities in a local government setting
- Experience working with Enterprise Resource Planning information systems with integrated budget, accounts payable, accounts receivable, and procurement functions
Selected applicant may be eligible for telework up to two days per week after successful completion of a 1-year probationary period. The salary offered for this position may not exceed the midpoint of $.
Physical RequirementsJob is generally sedentary in nature and requires walking, standing, sitting (for long periods), kneeling, reaching, bending, climbing stairs; may be required to lift or carry up to 25 lbs. occasionally. Uses hands to grasp, handle, or feel. Works in an office environment yet may occasionally be required to perform duties outside of the typical office setting. Position frequently communicates and must be able to exchange accurate information verbally and in writing.
Visual acuity is required to read data on a computer monitor; ability to operate keyboard‑driven equipment and computer and use of touchscreen. All duties performed with or without reasonable accommodations.
