Position Overview

The Manager of Program Operations & Governance serves as a key member of the Program Administration leadership team and provides oversight across governance, compliance, data integrity, reporting, quality assurance, and operational performance for the Virginia Birth-Related Neurological Injury Compensation Program. This role leads a multidisciplinary team responsible for producing accurate, decision‑ready data, maintaining governance documentation, supporting policy interpretation and implementation, and strengthening the Program’s maturity, defensibility, and operational consistency.

This position supports Executive and Board-level reporting, operational risk identification, audit readiness, and oversight of policy development and research. The Manager ensures that operational and strategic decisions are supported by accurate data, sound analysis, and clearly documented rationales. This role is full‑time and on‑site in Richmond, Virginia. The position reports to the Chief of Administration and is Exempt under the Fair Labor Standards Act (FLSA).

The Manager supervises assigned Program Operations & Governance team members.

Duties and Responsibilities:
  • Provide leadership, direction, and supervision to assigned Program Operations & Governance staff.
  • Establish clear team priorities, roles, and deliverables to support Program Administration goals.
  • Promote a culture of professionalism, accuracy, accountability, and continuous improvement.
  • Oversee the development, review, and maintenance of Program policies, SOPs, governance frameworks, and related documentation.
  • Ensure alignment with applicable statutes, regulations, Board directives, and Program policy.
  • Support monitoring of legislative and regulatory changes and analyze for leadership in a timely manner.
  • Oversee Program reporting, dashboards, KPI development, Board materials, and recurring updates to internal and external stakeholders.
  • Ensure accuracy, reliability, and consistency of data used across Program functions.
  • Review audit findings and support quality assurance activities, risk identification, and corrective action planning.
  • Coordinate Program-wide risk tracking, compliance monitoring, and operational issue resolution.
  • Oversee research and analysis on policy, operations, and regulatory matters to support leadership and Board decision-making.
  • Ensure preparation of clear, objective briefs, memos, and structured analyses.
  • Support process improvement, workflow standardization, and operational modernization initiatives.
  • Promote disciplined, data‑supported decision‑making across Program functions.
  • Support organizational planning and Program transformation initiatives in collaboration with leadership.
  • Provide operational continuity and leadership support.
  • Ensure all assigned deliverables are audit‑ready, neutral, and aligned with Program expectations.
  • Assist with special projects and other duties as assigned.
Qualifications:
  • Demonstrated experience supervising multi‑disciplinary professional staff.
  • Strong ability to synthesize complex regulatory and operational information into clear guidance.
  • Advanced skills in data interpretation, reporting, and performance measurement.
  • Strong writing, documentation, analysis, and communication skills.
  • Demonstrated judgment, discretion, and professionalism.
  • Experience developing or maintaining policies, governance documentation, or compliance programs preferred.
  • Experience in government, healthcare, disability services, insurance, or other regulated programs preferred.
  • Experience with data reporting or visualization tools preferred.
  • Familiarity with quality improvement or operational excellence frameworks preferred.
Education & Experience:
  • Bachelor’s degree required in Public Administration, Public Policy, Health Administration, Business, Data Analytics, or related field. Master’s degree preferred.
  • 5–7 or more years of experience in program administration, governance, policy development, compliance oversight, research, or related fields required.
  • Supervisory experience required.
