Environmental Engineer, Environmental Compliance
As an Environmental Engineer/Scientist (Stormwater), you will report to the Environmental & Sustainability Department (ESD) Manager and provide advice/assistance on environmental issues encountered at the Airports Authority.
Serves in the Environmental and Sustainability Department at Ronald Reagan Washington National Airport (DCA), Washington Dulles International Airport (IAD), or the Dulles Toll Road (DTR).
Assumes a leading role, reporting to the ESD Manager, in environmental initiatives and programs with a focus on review of planning, design, and construction plans for compliance with applicable federal, state, and local regulations. Develops and promulgates policies, procedures, and actions to ensure compliance with Federal, state, and local environmental regulations and programs. Manages and represents the Airports Authority on environmental engineering projects;
investigates, analyzes, advises, and reports on environmental issues. Maintains Personal Computer Storm Water Management Model (PCSWMM) Stormwater Management Models, wetland delineations, and associated permitting. Performs related functions.
Maintains PCSWMM Models across design and construction projects and tracks how the models (or sub-models) are divided, manipulated, and reassembled into the control version; serves as the version control gatekeeper and thorough documentation.
Maintains Waters of the United States (WOTUS)/wetland delineation drawings, coordinates updates, and oversees nationwide, general, and individual permits issued by the United States Army Corps of Engineers and the VDEQ Water Protection Programs.
Ensures appropriate environmental impact analyses (e.g., Stormwater Pollution Prevention Program [SPPP], Asbestos/Contaminated Waste removal, and sustainability initiatives) are conducted for construction projects.
Ensures compliance with environmental regulations, policies, and procedures, including stormwater (NPDES and MS4), impacted soils, remediation, and waste disposal.
As a Virginia Department of Environmental Quality (VDEQ) entity that is certified to implement the Virginia Stormwater Program, review/prepare environmental plans and documents for signatures and seals.
Manages, conducts, monitors, or participates in studies of environmental impact matters.
Develops or reviews environmental planning and programming documents.
Provides technical guidance to engineers, architects, and environmental professionals.
May represent the Airports Authority in meetings with civic groups, and Federal, state and local regulatory bodies on environmental issues.
Serves as the Contracting Officer's Technical Representative (COTR) for studies, actions, and data collections undertaken by consultants.
Oversees the technical work activities of consultants.
Performs other duties as assigned.
QUALIFICATIONSFive years of progressively responsible experience as an environmental engineer or scientist.
Experience and skill in ArcGIS Pro (Geographic Information System Professional) software.
Knowledge of and ability to apply the concepts, principles, and practices of environmental engineering.
Knowledge of and ability to ensure compliance with Federal, state, and local legal and regulatory requirements of environmental issues.
Knowledge of and experience with the Virginia Department of Environmental Quality Stormwater Management and Erosion & Sediment Control Law and Regulation.
Knowledge and experience in the management of municipal separate storm sewer systems and Virginia Pollutant Discharge Elimination System regulation and permit compliance.
Ability to make detailed analyses of data and information and make recommendations.
Knowledge of and ability to assist with the implementation and administration of contracted services.
Ability to speak and write effectively.
Skill in using computer and office suite software, with emphasis on database and spreadsheet software.
PREFERRED QUALIFICATIONSCertified as an Erosion and Sediment Control and Stormwater Management Dual Combined Administrator by the VDEQ.
Five years of experience conducting plan review for compliance under the Virginia Department of Environmental Quality Stormwater and Erosion & Sediment Control Law and Regulation.
Certified in Incident Command System (IS-100, IS-200), National Incident Management System (IS-700), and National Response Framework (IS-800) by the Federal Emergency Management Agency (FEMA).
Five years of experience in SWMM modeling using PCSWMM
EDUCATIONA Bachelor’s Degree in Environmental Engineering, Environmental Science, or a related field.
CERTIFICATIONS AND LICENSES REQUIREDCertified as a Stormwater Management (SWM) Administrator, SWM Inspector, Erosion Sediment Control (ESC) Administrator, and ESC Inspector by the Virginia Department of Environmental Quality within 1 year of the date of hire, promotion, or placement in the job.
