Systems Engineer
The Role
We are seeking a proactive CIS Project Officer to deliver Communications & Information Systems (CIS) projects across the Northwood PFI contract. You will manage change activities and minor works, ensuring projects are delivered safely, on time, within budget, and fully compliant with contractual, statutory and MOD requirements.
Key Responsibilities- Manage CIS change activities (Minor Works, NCRs, SCRs, CNs) and small lifecycle projects.
- Deliver projects on time and within budget, maintaining Skanska’s Injury Free Environment (IFE).
- Prepare quotations, control delegated budgets, and support final account processes with the QS.
- Liaise with the Authority, client stakeholders and service delivery teams to coordinate works, access and disruption notices.
- Supervise subcontractors and specialist suppliers, ensuring compliance with company, statutory and Authority standards.
- Ensure adherence to PTW, CDM 2015 and relevant JSPs/SCIDA framework requirements.
- Conduct quality assurance inspections and ensure testing, certification and documentation are completed to programme.
- Update CAFM systems, asset records, drawings and O&Ms following project completion; arrange training where required.
- Produce project management reports and achieve compliance, safety, sustainability and commercial performance targets.
- Provide operational support to the site CIS infrastructure service as required.
- Experience in a similar CIS project delivery role (or equivalent practical experience).
- Strong background in fibre and copper data/telecommunications networks.
- Experience delivering multi-disciplinary CIS and building services projects.
- Ability to obtain and maintain DV security clearance.
- Excellent communication and stakeholder management skills.
- HNC (or equivalent) in CIS, Electrical or Telecommunications discipline.
- Experience with in an MOD CIS environment.
- MOD CIDA trained.
- Working knowledge of JSPs and CDM 2015

This role requires a minimum level of security clearance and may also require a higher level of National Security Vetting. You should be aware that certain levels of clearance or specific projects and/or sites have UK residency requirements; and any dual or multiple nationalities must be declared. Any persons who do not fulfil these residency requirements may be unable to obtain the required level of clearance and would not be eligible to undertake this role.
