The RoleAs the Senior Water Resources Engineer, you will lead hydrologic and hydraulic engineering for transportation infrastructure projects in Hampton Roads. You will provide strategic technical leadership, regulatory oversight, and discipline-level guidance. The role supports state and local transportation agencies and requires familiarity with DOT hydraulics standards, FEMA floodplain processes, and contract document development.
Responsibilities- Serve as the regional technical lead for transportation hydrology and hydraulics.
- Perform and review complex hydrologic and hydraulic analyses, including scour, bank stability, and roadway drainage evaluations.
- Lead stormwater management and erosion and sediment control design for transportation projects.
- Prepare and review permit drawings and regulatory documentation.
- Manage FEMA Flood Insurance Studies, including CLOMR and LOMR coordination.
- Apply and enforce Hydraulic Engineering Circulars related to scour and stream stability, including HEC-18, HEC-20, and HEC-23.
- Develop comprehensive contract advertisement documents, including plans, engineer's estimates, bid quantities, and special provisions.
- Provide QA/QC oversight of hydraulic deliverables for technical accuracy and regulatory compliance.
- Serve as a technical resource for project managers, agency reviewers, and multidisciplinary design teams.
- Mentor junior and mid-level engineers and support their technical development.
- Participate in coordination meetings with transportation agencies and regulatory coordination.
- Bachelor of Science in Civil Engineering from an ABET-accredited program.
- Professional Engineer (P.E.) license.
- Minimum of 16 years of progressive experience in water resources and transportation.
- Experience with VDOT hydraulics and erosion and sediment control design standards.
- Strong background in stormwater management design and plan preparation.
- Extensive experience with hydrologic and hydraulic modeling and analysis.
- Experience coordinating FEMA Flood Insurance Studies, including CLOMR and LOMR submissions.
- Understanding of scour analysis and stream stability.
- Clear communication skills and ability to lead technical discussions.
- Experience as a Hydraulics Discipline Lead or technical authority.
- Experience supporting Design-Build or alternative delivery transportation projects.
- Ability to mentor staff and lead technical teams.
- Hydraulic and stormwater designs progress efficiently through agency review with minimal revisions.
- FEMA and permitting approvals are coordinated effectively.
- Project teams rely on you as the primary hydraulics subject matter expert.
