NIS has an immediate opportunity on the Staffing and Technical Acquisition Services Support Contract (STAQSS) for a Senior Prototyping, Experimentation and Development Planner to support the Office of the Deputy Assistant Secretary for Science, Technology, Maturation & Logistics (AQT). AQT is responsible for guiding early‑stage technologies and transitioning them into operational capabilities for the Air Force and Space Force. The mission broadly includes aligning research priorities with operational needs, transitioning promising R&D efforts into acquisition programs, sustainment strategy developments, and ensuring technology transition aligns with acquisition timelines.
Responsibilities- Study, analyze, and provide recommendations on requirements, acquisition strategies, program documentation, program phase transition plans, supplemental information, and program execution for prototyping, experimentation, and development planning activities in support of Prototyping, Experimentation, and Development Planning programs and program elements.
- Research and provide technical analysis for the preparation of programmatic documentation and responses to Congressional, DOD, Air Force Secretariat, and/or Air Staff.
- Research and analyze program trends, identify issues, and recommend solutions leveraging Technology, Mission, Resources, and Organizational (TMRO) capability assessments.
- Perform, review, and coordinate technical studies on individual weapon systems, weapon system integration, and capability areas.
- Conduct research to develop alternatives and provide recommendations and support for resolution, identifying operational deficiencies and other key issues.
- Perform weapon system/technology/cost trade‑off studies and identify operational deficiencies and key issues.
- Review and assess technical, operational, and management concepts, documents, and specifications.
- Assess capability of weapon system design alternatives to provide required capabilities.
- Assess policy requirements and develop policy and procedures governing Air Force acquisition engineering and technical services in support of prototyping, experimentation, and development planning.
- Prepare, draft, and coordinate responses to tasking and request for information on prototyping, experimentation, and development planning initiatives; ensure responses are properly formatted and routed.
- Active TS clearance with SCI eligibility.
- Master’s Degree in an engineering specialty (or equivalent) with over 10 years of acquisition systems engineering experience.
- Proficient in computer‑based communication/office IT tools, including Microsoft Office Suite (Word, PowerPoint, SharePoint, Excel, Teams), Adobe Reader and Pro.
- Ability to learn new software/office IT tools as needed in a timely manner.
- Proficient in public speaking: capable of delivering briefs, speaking in meetings in person and online, and giving presentations.
- 12 years of relevant work experience may be substituted for a MA/MS degree.
- BA/BS degree plus 8 years of relevant work experience may be substituted for a MA/MS degree.
- Ability to move or traverse throughout a large, secure facility and between multiple work areas.
- Ability to perform repetitive motions with hands, wrists, and fingers.
- Ability to sit for prolonged periods at a desk and work on a computer.
