Position Summary

This position ensures that instructional programs meet the needs of students receiving special education and related services, and that staff are prepared to provide academic, functional, and behavioral supports through professional learning, consultation, and division-wide initiatives. The position also ensures eligibility practices are consistent and compliant with federal and state requirements.

Essential Functions

  • Supports the implementation of division-wide special education programs at assigned schools.
  • Chairs exceptional education meetings, including timely completion of related documentation.
  • Collaborates with the Coordinator of Exceptional Education to assist schools in following procedures for screening, placement, evaluation, assignment, and reappraisal of students.
  • Interprets state and federal regulations governing special education, and ensures compliance with timelines related to conducting meetings (eligibility, IEP, MDR, etc.) and the completion of related paperwork.
  • Builds capacity in school principals and teachers regarding assigned special education programs and procedures.
  • Develops and conducts professional learning for staff on procedures, regulations, and assessments.
  • Promotes research-based instructional practices and behavioral strategies for students with disabilities.
  • Facilitates meetings with department chairs, teachers, and administrators to bridge current research with practical classroom application.
  • Reviews weekly compliance audit reports and relevant data (discipline, attendance, child find, etc.) with the school administrator and department chair to assess progress and provide feedback.
  • Assists teachers in improving instructional practices, methods, and program effectiveness.
  • Collaborates with case managers to ensure IEPs are reviewed at least annually, contain parent consent for implementation, are finalized within VA IEP, and are filed appropriately in the student’s cumulative record.
  • Collaborates with school-based staff to conduct observations and provide feedback to improve outcomes for students with disabilities.
  • Assists school-based staff with writing of Functional Behavior Assessments (FBA) and Behavioral Intervention Plans (BIP). Supports schools in identifying positive behavior interventions and supports to minimize suspensions of students with disabilities.
  • Provides guidance on state and alternative assessment eligibility requirements, including Standards of Learning (SOL) and the Virginia Alternative Assessment Program (VAAP).
  • Ensures completion of transfer IEPs within 30 days of the student’s arrival.
  • Maintains an assigned caseload of students.
  • Maintains effective communication with the school and central services staff.
  • Performs all other duties as assigned.

Knowledge, Skills, and Abilities

  • Thorough knowledge of federal, state, and local special education requirements.
  • Thorough knowledge of the principles, practices, and procedures of school administration.
  • Ability to develop and present ideas effectively in both oral and written formats.
  • Skill in the use of personal computers and related software packages, hardware, and peripheral equipment.
  • Ability to establish and maintain effective working relationships with associates and the general public.

Qualifications, Education, and Experience

  • Must possess a valid Virginia Department of Education Post‑Graduate Professional teacher’s license with an appropriate endorsement in Special Education.
  • A minimum of five years of successful teaching experience in special education.
  • Must have comprehensive knowledge and extensive experience in providing educational services for students with emotional disabilities and learning disabilities.
