Project backgroundSNV Ethiopia is recruiting an experienced Woreda Facilitators for the Realizing Aspiration of Youth in Ethiopia through Employment (RAYEE II) program in Amhara Region, North Gojjam:
Semen and Debub Mecha, Yilma ena Densa, and Semen and Debub Achefer. RAYEE II is a five-year program (August 2025 to August 2030) implemented in collaboration with Mastercard Foundation. The program aims to secure 800,000 dignified job opportunities for rural young women through a market system approach in high-potential value chains (horticulture, poultry, dairy, and related sectors), integrating Gender Equity and Social Inclusion (GESI) and safeguarding mechanisms across interventions.
SNV will implement the program jointly with five other Ethiopian/international NGOs to deliver their work in specific clusters and support longer-term systems change for youth employment in agriculture.
Summary of the PositionThe Woreda Facilitator provides technical and organizational support to program implementation at the woreda and kebele levels, facilitates community engagement, and establishes partnerships with One Stop Service Centres (OSSCs) and A/TVETs. The role ensures targeted outreach to young women and disadvantaged groups (including persons with disabilities, returnees, internally displaced persons, and others) per program criteria through active participation of the community and local institutions.
The facilitator supports awareness creation, information on business and employment opportunities, and the formation of YSLA (Youth Advisory Groups) and MSEs, working with cluster advisors to ensure skill development interventions are carried out and that GESI and safeguarding principles are applied. The role includes field-level monitoring and coordinated technical assistance to rural, young women-led MSMEs and other service providers within assigned woredas.
- Targeting and Mobilization of the Community
- Ensure program targeting criteria (90% young women, 5% disadvantaged groups including persons with disabilities, 5% others such as returnees and IDPs) are followed
- Collaborate with OSSCs and woreda/kebele taskforces to identify unemployed youth with active community participation
- Regularly collect unemployment data for each woreda and kebele to set targets with local partners
- Create awareness about program objectives, approaches, and support areas to manage expectations
- Organize awareness sessions on business and employment opportunities using identified potential agribusinesses from rapid market assessments
- Facilitate formation of young women-led VSLA groups for local resource mobilization and awareness
- Establish Youth Advisory Groups and involve them in implementation, monitoring, and evaluation at woreda level
- Establishment and Growth of young women led MSEs
- Facilitate formation and establishment of young women-led MSEs in selected agribusiness sectors (poultry, dairy, horticulture, etc.)
- Ensure MSE members receive soft skills (life, business, financial) and technical trainings, with consideration for persons with disabilities and young women with children
- Integrate GESI and safeguarding in all MSE stages
- Create partnerships with local financial institutions and other stakeholders to access loans, premises, training, and legal services
- Collaborate with cluster advisors and zonal coordinators to identify eligible MSEs for startup support and provide follow-up
- Organize peer-to-peer coaching and knowledge sharing on business management, technology adoption, and group management
- Facilitate demonstrations and hands-on training to test and promote improved technologies
- Ensure MSEs have business plans and implement improved recording systems
- Monitor ground-level implementation and collect MSE data for program tracking
- Documentation and reporting
- Contribute to annual, quarterly, and monthly plans and progress reports
- Collaborate with cluster-level advisors and zonal coordinators to collect and write learning briefs and impact stories
- Maintain the program database documentation

QualificationsEducation
Bachelor’s degree in Agribusiness, Agricultural Economics, Agricultural Marketing, Agriculture, or related fields.
Experience
