Overview

As an IAD Construction Manager, you will manage and administer major construction projects for the Metropolitan Washington Airports Authority. The position is in the Construction Department of the Office of Engineering, located at Washington Dulles International Airport (IAD).

Responsibilities
  • Direct, coordinate, and monitor all construction phases and activities of the construction projects under the Airports Authority.
  • Monitor and inspect contractor performance to ensure the entire scope of the contract is performed and all quality requirements are met in compliance with contract documentation, building codes, industry standards, and project design intent using the USACE Contractor Quality Control methodology.
  • Monitor contract compliance against the contractor's submitted Quality Control management plan.
  • Develop and implement effective quality assurance and surveillance plans to proactively identify and correct deficiencies in work and materials; escalate noncompliance issues to the Project Manager when a contractor is nonresponsive.
  • Direct construction operations composed of external construction teams; provide technical guidance to specialists, staff, and contract management support; resolve technical difficulties to achieve the expected outcome.
  • Ensure that contract construction managers, consultants, and in-house support personnel maintain effective construction surveillance using project controls and protocols.
  • Focus on Capital Construction Program projects; may also manage projects under the Capital Operating and Maintenance Investment Program and the Dulles Corridor Capital Improvement Program.
  • Coordinate submission of construction progress reports; review reports for adequacy and accuracy, schedules, and laboratory reports; review/approve shop drawings, material lists, and related materials; confer with designers to ensure design intent is accomplished in construction.
  • Review highly complex architectural and engineering designs and contract documents to enhance constructability; suggest improvements to better meet owner/user needs and improve economy and efficiency of construction; minimize inconvenience to airlines, tenants, and airport users while keeping airports operational during construction.
  • Coordinate design Architecture/Engineering firms' provision of construction phase services to ensure correct procedures for submittals and facilitate project meetings, site visits, correspondence, and processing of Requests for Information.
  • Coordinate projects with FAA, VDOT, WMATA, and other governmental agencies as required.
  • Ensure compliance with FAA Airport Improvement Program (AIP), applicable regulations, and airport security requirements; perform periodic site visits to verify compliance.
  • Coordinate all construction activities to ensure the Airports Authority is prepared to take over operation and maintenance of completed projects; ensure closeout documentation is completed and turnover is managed.
  • Participate in panels to select consultants and contractors for design and construction contracts; provide technical input to Contracting Officers.
  • May serve as Contracting Officer's Technical Representative (COTR); monitor vendor performance to ensure contract term compliance; coordinate vendor activities to ensure efficient service and minimize inconvenience to users; review invoices, approve payments, resolve payment issues, and prepare contract modifications.
  • Performs other duties as assigned.
Qualifications
  • Seven years of progressively responsible experience managing and coordinating Buildings or Airport terminal projects, Utility projects, Heavy Civil projects, or General construction projects. A master’s degree may substitute for two years of experience.
  • Ability to manage and coordinate large public sector construction projects, including civil and environmental work.
  • Comprehensive knowledge of the principles and practices of project management with emphasis on construction; ability to perform construction engineering analyses, supervise staff in construction management activities, and advise on critical construction issues.
  • Knowledge of and ability to apply key regulatory requirements of the building trades and generally accepted construction industry practices.
  • Ability to create, plan, organize, monitor, and perform quality control (QA/QC) and ensure work meets contract specifications, industry standards, and project design intent.
  • Ability to provide field management guidance and oversight to the operations and programs of a construction team.
  • Ability to work with a team of engineers in analyzing, evaluating, and resolving technical challenges.
  • Ability to perform complex analyses of data and information and make recommendations.
  • Ability to speak and write effectively.
