Overview

Project Management Specialists (Business Operations Manager) – The NAWCAD WOLF IC2&I Division delivers full-spectrum C5

ISR (Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance) solutions to support the warfighter. The Project Management Specialist / Business Operations Manager provides operational and project management expertise to ensure effective planning, execution, and oversight of IC2&I programs. This role bridges tactical project coordination with strategic business operations to enable efficient mission delivery. STAHL Companies provides the Program Management for its Channel of Commercial Technology companies in Government that consist of Small Businesses and New Technology start-ups.

We do this by aligning the voice of our small business members with advocacy for change in federal policy that will make the government market more accessible to small businesses and the commercial technology ecosystem.

Responsibilities
  • Manage and coordinate multiple projects across the IC2&I Division, ensuring adherence to schedules, budgets, and performance objectives.
  • Support operational planning, resource allocation, and workflow optimization to enhance program efficiency.
  • Develop and maintain project documentation, reports, metrics, and dashboards for leadership and stakeholders.
  • Implement business operations best practices to standardize processes, improve productivity, and ensure repeatable success.
  • Collaborate with cross-functional teams, including systems engineering, configuration management, acquisition, and technical staff, to meet project goals.
  • Identify risks, issues, and bottlenecks in project execution and recommend corrective actions.
  • Ensure compliance with DoD, IC2&I, and organizational policies, including data management, cybersecurity, and reporting standards.
  • Support budgeting, cost tracking, and financial reporting for assigned programs and initiatives.
  • Facilitate communication with internal and external stakeholders to ensure alignment and program visibility.
Required Qualifications
  • Bachelor’s degree in Business Administration, Management, Engineering, or related field.
  • Minimum of 5–8 years of experience in project management or business operations, preferably in defense, intelligence, or government environments.
  • Strong organizational, leadership, and problem-solving skills.
  • Demonstrated ability to manage multiple projects simultaneously in a complex, multi-stakeholder environment.
  • Proficiency with Microsoft Office Suite, project management tools, and secure communications platforms.
  • Excellent written and verbal communication skills for reporting, presentations, and stakeholder engagement.
Preferred Qualifications
  • Master’s degree in Business Administration, Project Management, or related discipline.
  • Project Management Professional (PMP) or equivalent certification.
  • Experience supporting C5

    ISR programs or similar defense technology programs.
  • Familiarity with lifecycle management, acquisition processes, and organizational analytics.
  • Knowledge of process improvement methodologies (e.g., Lean, Six Sigma) to optimize business operations.
