About The Opportunity

DMI is seeking a full‑time Senior Specialist to support its Federal Subcontracts team. The candidate will ensure the procurement of suitable supplies, services, and equipment in a timely and cost‑efficient manner, ensuring all procurements fall within the requirements and limitations defined by applicable authorization. Responsibilities include tracking bid/quotations, no‑bid follow‑ups, procurement opportunity research, supplier and customer research, communication with suppliers and customers, order entry and acknowledgements, and routine contract follow‑ups (including near‑and overdue status).

The individual works under the supervision of the Senior Director of Subcontracts and Managed Services, serving as a liaison between DMI’s internal project management teams, subcontractors, sources of supply, and sales representatives. Judgment, initiative, and resourcefulness are required to make decisions regarding the quality and cost of required products.

Duties and Responsibilities
  • Obtain quotes from vendors for purchases under $100K.
  • Produce, receive, track, and evaluate quotations and bids for required products.
  • Negotiate with suppliers to obtain COTS products at the best quantity/cost.
  • Prepare purchase orders and changes for required products.
  • Purchase material and services via the Procurement P‑Card and maintain & reconcile the Procurement Log monthly, providing it to AP for payment.
  • Maintain communication with suppliers during procurement to ensure timely delivery in compliance with procurement requirements.
  • Update and maintain the Reps and Certs database.
  • Update and maintain the Insurance Certificates database.
  • File and maintain all procurement files.
  • Timely response to all formal customer and subcontractor/vendor inquiries and issues.
  • Provide verbal and written communications that are timely and of consistently high quality.
  • Perform complex data entry in various systems with a high level of accuracy.
  • Assist in projects with minimal errors in a deadline‑driven environment.
  • Respond effectively to changing workloads and priorities.
  • Prepare and negotiate Non‑Disclosure Agreements and Teaming Agreements.
  • Maintain subcontract files/documentation in accordance with company policy, FAR, DFARS, and other regulations.
  • Coordinate contract close‑out efforts with subcontractors.
  • May perform other duties as assigned.
Qualifications
  • BA/BS in Business or an associated discipline (or equivalent experience); AS/AA acceptable with appropriate federal subcontracting experience.
  • Minimum of five years’ experience in purchasing materials and subcontract administration.
  • Ability to understand and follow instructions precisely; effective interpersonal, computer, verbal and written communication skills.
  • Working knowledge of Federal Procurement (CPSR a plus).
  • Working knowledge of FARs and DFARs.
  • Knowledge of sources for supplies and electronic components (national and local).
  • Experience in a CPSR‑Approved Purchasing System Environment.
  • Proficiency with Microsoft Word, Excel, Outlook, SharePoint, and MS Teams.
  • Experience with Deltek Costpoint.
  • Ability to use independent judgment and creativity to resolve issues.
  • Experienced negotiator.
  • Maintain high level of confidentiality and professionalism.
  • Strong organizational skills and attention to detail.
  • Experience working remotely while maintaining strong communication with team and customer base.
