This is a technical and administrative position responsible for providing auditing services for the City of Fairfax to assure compliance with all local and State laws and codes pertaining to business licenses taxes, business tangible property taxes, transient occupancy taxes, and meals taxes. The position reports to and is under the direct supervision of the Commissioner of Revenue. Performs all other related duties as assigned and works overtime as required.

Work includes auditing business license applications or other taxable income or property to assure compliance with State and City codes and laws and assess tax liability.

Examine accounting records of businesses for verification of items reported for taxation and reconstruction of financial records when appropriate.

Monitors deadlines for receipt of specific business records under an audit.

Determines accuracy and reliability of information and evaluates business license cases for appropriate and accurate gross receipts.

Plans, schedules, and conducts financial and operational field and office audits of corporate and business records using industry-standard auditing procedures, based upon a comprehensive audit program developed in cooperation with the Commissioner.

Reviews financial statements, tax returns, multiple ledgers, and other accounting records; reconciles balance sheets.

Audits the acquisition depreciation and leasing procedures, including contracts, purchase requisitions and bills of sale to determine original costs of equipment.

Prepares working papers, schedules, and summaries to support audit findings. Prepare final audit reports, with recommendations.

Draws conclusions, evaluates similarities, and decides liability in non-routine cases based on Federal, State, and local statutes, Attorney General opinions, court cases, and consultations with the Commissioner, City Attorney, other legal officials, and municipal colleagues in the same field of expertise.

Meets with business representatives, legal counselors, tax counselors, accountants, and certified public accountants to resolve business license tax issues, and/or tangible personal property and leasehold improvements under dispute.

Represents the Commissioner of Revenue in court proceedings when appropriate.

Advises the Commissioner and other office staff on difficult situations regarding business license and tangible personal property regulations, Federal and State tax laws, and City tax codes.

Conducts desk audits via various methods including schedule E, state sales taxes, IRMS monthly, and annual data.

Answers taxpayer questions regarding business taxes via the phone, in person, or through email.

Audits, tracks, and reports monthly sales taxes.

Research and investigate new businesses or businesses operating without a business license from tenant list reports or in the field observations.

Conducts full audits of financial statements, tax returns, and visual inspections of business property.

Compiles and reports various business revenue data to be used by other departments.

Attends Auditing, IRS, or Client Conferences.

Requires a Bachelor's Degree in Business, Accounting, Finance, or a closely related field.

Requires two years of experience in accounting including internal auditing experience or closely related experience.

Designation as a certified public accountant (CPA) and public auditing experience is highly desirable.

Necessary Knowledge, Skills, and Abilities

Considerable knowledge of the principles, policies, and procedures of accounting and financial systems.

Considerable ability to apply problem-solving skills to gather relevant information from multiple and complex sources to solve vaguely defined practical problems in the performance of audits, some involving multiple office locations in other Virginia jurisdictions and/or states or non-permanent work sites.

Writing skills to compose detailed and quantitative audit reports, letters, or narrative reports.

Excellent reading comprehension to read technical materials and maintain knowledge of relevant Federal/State and local laws.

Special Certifications and Licenses

Valid driver's license and good driving record.

Monday – Friday, 8:30 a.m. to 5:00 p.m.
