Job Description

Reports to: Director of Special Education

General Definition of Work: The Medicaid Coordinator serves as the primary liaison between the school division and the Virginia Department of Medical Assistance Services (DMAS). The primary goal is to maximize federal reimbursement for health-related services provided to students while ensuring strict adherence to state and federal regulations. This position also serves to support general academic operations of the school division, and can be called upon to assist with division data management and reporting.

Functions
  • Directly manage the submission of Medicaid claims for eligible services as determined by and in collaboration with division administration.
  • Reconcile student enrollment data with DMAS eligibility files to identify all billable students.
  • Monitor and track all incoming reimbursements to ensure the division receives maximum allowable funding.
  • Serve as the division representative for the Random Moment Time Study (RMTS).
  • Update staff participant lists quarterly and ensure full compliance with all licensure and DMAS regulations pertaining to each position.
  • Ensure all provider documentation meets compliance requirements through DMAS as well as state code and local policy.
  • Maintain comprehensive audit documentation.
  • Maintain all documentation and procedures in compliance with FERPA and HIPAA regulations.
  • Conduct annual training for all relevant providers.
  • Provide outreach to families to assist with enrollment and maintain consent for Medicaid billing, as appropriate.
  • Demonstrated understanding of the Virginia School-Based Services (SBS) Manual and Virginia Medicaid.
  • Experience with Medicaid billing software and MS Excel for data analysis.
  • Ability to translate complex federal policy into clear procedures for school-based staff.
  • Understanding of student information systems and familiarity with data entry and reporting procedures.
  • Other duties as assigned.

Physical and Work Requirements: This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and speaking or hearing and occasionally requires standing, walking and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels;

work requires preparing and analyzing written or computer data and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Knowledge and Abilities: General knowledge of standard office practices, equipment and office assistance techniques; general knowledge of business English, spelling and arithmetic; general knowledge of school and departmental programs and policies and terminology; ability to read and understand moderately detailed policies, procedures and job related materials; ability to type and transcribe dictation at a reasonable rate of speed; ability to make mathematical calculations;

ability to operate a variety of office and computer equipment and produce documents and correspondence; ability to follow oral and written directions; ability to establish and maintain effective working relationships with associates, students, parents and the general public. A high school diploma or high school equivalency certificate and moderate experience in general office assistance work, or equivalent combination of education and experience.
