Duties
* Studies the structure and/or functions of organizations or proposed organizations with extremely interrelated work processes and functions and accurately advises or proposes solutions to improve processes, and maximize mission accomplishment and resources utilization.
* Designs, plans, and conducts work measurement, methods and procedures, manpower requirements utilization and engineered time standards; reviews and implements changes to organization and resource controls/programs, and/or benchmarking studies of complex, interrelated substantive work processes or functions.
* Designs, plans, and conducts management surveys and research projects, providing advisory services of a wide variety on substantive issues with extensive scope, complexity, and impact, assessing the overall effectiveness of program operations.
* Reviews proposals for new organizations, changes to existing structures, and requests for specific studies/data from HQ USAF, and all ACC subordinate units/staff agencies.
* Provides expert guidance to HQ management and field organizations regarding Air Force Organization principles for complex, diverse organizations. Requirements Conditions of employment

* Must be able to obtain and maintain a secret security clearance. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED
EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of programs; knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied;
knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization; adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE:
Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE,
SKILLS AND ABILITIES
(KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
* Knowledge of and skill in the application of DoD, Joint, and AF management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.
* Knowledge of and skill in supplying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, divers organizations.
* Skill in conducting interviews with supervisors and employees to obtain organizational missions, function, and work procedures.
* Ability to communicate effectively, both orally and in writing to gain cooperation from others through tact, courtesy, and diplomacy.
* Ability to access or locate information through the use of personal computer and software programs. PART-TIME OR UNPAID
