Description

The City of Richmond Department of Public Utilities - Customer Service Division is seeking a qualified candidate for the position of Management Analyst, Associate. This position is an essential component of the daily financial and administrative operations for the DPU Customer Service Division. It will assist senior leadership with procuring goods and services, reconciling financial reports, reviewing accounts payable, processing vendor receipts, and executing daily account procedures.

The role also facilitates and renews contracts and provides skilled financial, administrative, and clerical support for the team manager and other teammates.

  • Coordinating and managing programs and projects; preparing necessary forms and other documentation; performing administrative duties related to programs.
  • Collecting and entering data into databases; compiling and analyzing data, reaching conclusions, and recommending proposals; summarizing and reporting as necessary.
  • Preparing, distributing, and submitting reports, logs, notes, and other documentation.
  • Performing administrative duties in the office such as maintaining inventory, files, sorting, and addressing incoming correspondences; providing backup support as needed; acting as liaison when required.
  • Assisting with special programs.

  • Acting as liaison for Oracle and ERP systems; preparing, entering, and processing all purchase order requests for O & M and Capital Improvement Projects.
  • Providing standardized training when needed.
  • Researching vendor inquiries.
  • Gathering, compiling, analyzing, and developing recommendations and reports from data.
  • Coordinating the administrative and procedural aspects of programs or projects to assist senior analytical staff and supervisors/managers.
  • Processing purchasing transactions, including division accounts payable/receivable, purchase orders, requisitions, P‑Card reconciliation, invoices, contracts, and personnel forms.
  • Serving as the primary point of contact for information dissemination and european.
Qualifications
  • Bachelor's degree in business, public administration, or a field related to the assignment.
  • Two years of paraprofessional experience in an area related to the assignment (e.g., program or project administration and management analysis).
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications.
Preferred Training and Experience
  • Experience working with an Oracle‑based financial system.
  • Experience working with an ERP‑based system.
  • Experience with procurement policies and practices.
  • Experience with Accounts Payable is a plus.
  • Intermediate to expert level proficiency in Microsoft Office Suite.
Licensing, Certifications and Other

Special Requirements
  • Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
Knowledge, Skills, and Abilities

Knowledge (some combination of the following)

  • General and special funds.
  • Electronic databases and related software applications.
  • Governmental accounting concepts.
  • Intermediate to advanced level mathematics and statistics as applicable to appraisal measures and assessment ratio studies.
  • Thorough knowledge of computer programs such as Microsoft Office Suite and Adobe Acrobat.
