PositionDescription
The Facility Security Officer (FSO) manages and executes all aspects of the National Industrial Security Program (NISP) to ensure full compliance with the National Industrial Security Operating Manual (NISPOM), DoD regulations, customer requirements, and company policies. The FSO oversees industrial security operations for a possessing facility, maintains relations with Defense Counterintelligence and Security Agency (DCSA) representatives, and protects classified and proprietary information.
ResponsibilitiesAnd Duties
- Prepare and update facility security manuals and briefings.
- Coordinate and conduct security awareness, training and educational programs for all employees (cleared and uncleared).
- Interpret and implement security requirements outlined in DD 254s and prepare subcontractor DD 254s.
- Conduct initial, debriefing, indoctrination, pre/post foreign travel, specialty, and refresher briefings.
- Prepare, implement and maintain plans for protection of proprietary company information.
- Oversee badging of employees, visitors, consultants and representatives.
- Maintain visitor control functions and verify visit authorization requests (VARs).
- Ensure access to classified information is limited to appropriately cleared personnel.
- Coordinate, submit, and confirm employee security clearances via DISS/NBIS, initiate and review eAPP/SF‑86/PVQ documentation.
- Maintain complete and up‑to‑date security records and files.
- Maintain DISS/NBIS/SWFT/NISS accounts, process CV updates and RSI investigation requests, submit visit requests, and process CSRs and Incident Reports as required by SEAD 3, DCSA, and/or customer officials.
- Maintain the SMO’s NISS account and submit facility clearance package as needed.
- Complete DCSA annual security self‑assessment and prepare a self‑assessment certificate letter for SMO’s signature.
- Prepare the facility for required annual DCSA Security Review, maintaining a clean record of no security violations.
- Maintain an interactive relationship with DCSA representatives, prime and subcontractor FSOs, and government representatives.
- Participate as a member of the Decision Tech Insider Threat Working Group and complete InT training as assigned.
- Stay current with FSO training and security requirements directed by DCSA and all national security violations and potential threats.
- Provide additional ad‑hoc support to corporate as requested.
- US Citizen.
- Bachelor’s degree or equivalent combination of education and experience.
- Active Secret clearance.
- DCSA FSO Certification for a possessing facility.
- Analytical ability to understand and interpret DoD and company security policies and apply them with judgment.
- Working knowledge of the NISPOM, SEAD 3 reporting, and other relevant security standards.
- Self‑starter with the ability to work independently.
- Exceptional attention to detail, communication and interpersonal skills.
- 5+ years of experience with industrial security, proficiency with DISS/NBIS/NISS/SWFT and knowledge of 32 CFR Part 117 (NISPOM).
- Knowledge of open storage requirements and experience managing document control of large items in an open storage environment.
- Experience with Information System Security Management is required.
