BUYER (LEVEL I) – HOUSEWARES
Navy Exchange Service Command (NEXCOM) is seeking a highly skilled buyer to lead complex merchandise categories, drive strategic business decisions, and mentor a team of buyers.
Job SummaryMaximizes sales and profitability for assigned group of businesses through the development and implementation of strategy, analysis, and appropriate reaction to sales trend.
Duties and Responsibilities- Lead the development and implementation of business strategy for a category of responsibility to achieve departmental sales gross margin and turnover objectives for a worldwide omni-channel retail organization.
- Supervise and develop staff including Assistant Buyer and Merchandiser.
- Analyze market trends and offerings to develop, execute, and maintain merchandise stock assortments, business strategies, कि, goals, and seasonal plans for assigned departments.
- Negotiate with vendors to obtain most favorable prices and allowances to achieve sales and profit objectives for basic and seasonal merchandise.
- Manage vendor performance.
- Source private label seasonal and basic merchandise globally as appropriate.
- Collaborate with other teams to develop space allocation adjentricities, seasonal merchandise visual guidelines, gusa, and planograms for store sets and renovations.
- Develop and execute marketing plan for assigned departments; oversee order placement and tracking to ensure timely receipt of merchandise.
- Maximize use of market development funds.
- Work with Divisional Merchandise Manager, Inventory and Financial Planning Teams to plan sales gross profit and stock turn seasonally and annually, maintaining an in-season forecast on a monthly basis.
- Analyze financial performance using tools such as data warehouse and category scorecards to ensure goals are met and take corrective action when necessary.
- Determine and execute automated replenishment methods-pointer and optimal order sizes, inventory levels, and allocations.
- Prepare merchandise information and training for the communication guide through weekly retail focus, seasonal trend directives, merchandise adjacency, and presentation guides; manage vendor launches, pricing errors, product holds, flyer errors, and in‑stock issues.
- Conduct store visits to evaluate presentation, demographics, assortments, and inventory; work closely with store management to maximize opportunities.
- Lead subordinate staff, providing training seminars.
- Attend trade shows and markets as appropriate; perform other related duties as assigned.
- Maintain collaborative partnerships with vendors, internal, and external colleagues.
- Operate independently within NEXCOM policies, procedures, and regulations under the general supervision of the Divisional Merchandise Manager.
- Exercise independent judgment in routine and non‑routine situations.
- Consult supervisor on policy matters, deviations from normal procedures, or unusual circumstances.
- Performance evaluated on operational performance, customer service, collaboration, teamwork, leadership, and established objectives; file financial disclosure report (OGE Form 450) as required.
- Minimum 7 years total: 3 years of general merchandising or procurement experience, 1 year of education above high school substituted for 9 months of experience, and 4 years of progressive procurement experience.
- Knowledge of procurement practices, open‑to‑buy, source selection, price analysis, markdown management, stock rotation planning, and sales promotion development.
