This role is part of Jacobs' commitment to transform the world by solving critical problems in water and wastewater projects. The Preconstruction Manager (PCM) ensures accurate estimates and supports complex water, wastewater, environmental, heavy civil, operations and maintenance, and military/government facility projects.
Base Pay Range$123,600 – $193,200 per year.
Responsibilities- Review proposals, conceptual designs, and detailed design documents; attend design development meetings and conduct site visits to define scope of work and cost impacts.
- Serve as a key contributor and mentor to the team while preparing estimates, developing work breakdown structures, calculating scope take‑offs, assisting with statements of work, applying construction methods, preparing schedules, and estimating indirect field and owner costs.
- Collaborate with design teams to determine the required level of input for quality design‑build construction estimates.
- Analyze historical data and develop reports and presentations.
- Provide attention to detail, extensive construction experience, and a drive to deliver high‑quality results on water and wastewater projects.
- Bachelor’s degree in Engineering, Construction Management, or a related field; significant professional experience.
- Proficiency with current technology such as AutoCAD, Micro Station, Bluebeam, Timberline, Microsoft Excel, Primavera P6, Smartsheet, and SQL‑based databases.
- Demonstrated understanding of estimating organization, quantity take‑off, crew development, productivity relationships, material quotations, contingency and risk modeling, escalation models, markup structures, and estimate documentation.
- Experience with quantitative risk analysis software (e.g., Deltek Acumen).
- Experience using industry estimating software such as Timberline or HCSS Heavy Bid.
- Knowledge of project scheduling and ability to use Primavera P6 and/or Smartsheet.
- Experience mentoring junior staff.
- Willingness to travel for project needs; travel expected to be variable but generally infrequent.
- Strong written, oral, and presentation skills.
- Client‑facing experience on complex scope, schedule, and budget discussions.
- Interpersonal relationship building and conflict resolution skills.
- Ability to work independently with clearly defined expectations.
- Extensive background with water and wastewater construction, including field experience.
- Physical ability to perform duties such as standing, walking, reaching, climbing, and operating in challenging environments.
