TravelRequired. Frequent CONUS travel to military ranges and waterways in VA, NC, RI, FL, and other locations in support of training evolutions; approximately 2–3 weeks per month depending on training schedule.
BackgroundVectrona is seeking a High-Risk Training Instructor (HRTI) – On-Site Program Lead to oversee execution of high-risk maritime and ground training in support of MESG-2 Training Evaluation Unit (TEU). This position serves as the senior on-site contractor representative and is responsible for coordinating all contracted High-Risk Training Instructor activities, ensuring safe execution of live-fire and underway evolutions, maintaining instructor certification and sustainment requirements, and serving as the primary interface with the Contracting Officer and Contracting Officer’s Representative (COR).
The Program Lead operates in a high-risk, high-tempo training environment supporting deployment certification of Active and Reserve Maritime Expeditionary Security Forces. The role requires disciplined safety oversight, deep familiarity with MESF operations, and the ability to synchronize instructor coverage across concurrent evolutions without degrading safety or training throughput.
Day-to-Day Responsibilities- Serve as the on-site lead for all contracted HRTI personnel and training activities
- Act as primary technical and managerial interface between Vectrona and the KO/COR for daily operations
- Coordinate and deconflict instructor coverage across concurrent high-risk training evolutions
- Oversee safe execution of live-fire, convoy, and underway maritime training events
- Ensure compliance with OPNAVINST 1500.75 and related High-Risk Training directives
- Maintain oversight of Instructor Certification and Qualification Program (ICQP) timelines and sustainment requirements
- Ensure all instructor certifications, weapons qualifications, and PQS requirements remain current
- Review and validate instructor training binders prior to Government certification
- Participate in contract orientation briefings, working groups, and curriculum review sessions
- Prepare and submit Monthly Status Reports and meeting minutes as required
- Investigate and address personnel conduct or performance issues in coordination with the COR
- Ensure adherence to safety plans, ORM procedures, and command training policies
- Provide leadership continuity during Government personnel turnover or rotational shifts
- Bachelor’s degree preferred (Military Studies, Education, Training Management, Security Studies, or related field)
- Graduate of a certified Navy Instructor Training Course (NEC 9502, 9501, or 9518) or equivalent
- Additional instructor qualifications (Crew-Served Weapons, Small Arms Marksmanship, Expeditionary Small Arms Instructor) strongly preferred
Skills and Qualifications
- 10+ years of relevant experience in Maritime Expeditionary Security, Naval Coastal Warfare, Riverine, Coast Riverine, or Special Operations environments
- Prior experience serving as senior instructor, training lead, or detachment-level leadership in high-risk live-fire environments
- Qualified Navy or civilian-equivalent Range Safety Officer for static and dynamic live-fire ranges
- Demonstrated experience executing CSW live-fire from maneuvering craft
- Deep familiarity with MESF boat operations, convoy operations, and expeditionary TTPs
- Strong understanding of Instructor Certification and Qualification Programs (ICQP) and PQS tracking
- Proven ability to manage concurrent training evolutions under compressed timelines
- Strong written and verbal communication skills suitable for formal Government reporting
- Proficiency in Microsoft Office (Word, Excel, PowerPoint)
- Physically capable of operating in austere maritime and field environments, wearing body armor and PPE for extended periods
