Overview
The Civil Utility Foreman is responsible for overseeing and coordinating all aspects of underground utility installation and maintenance projects, including water, sewer, and storm drainage systems. This role leads field crews, ensures adherence to safety protocols, manages daily work activities and schedules, and maintains effective communication with project managers, inspectors, and other stakeholders. A valid driver’s license and acceptable driving record are required.
OSHA 30 and First Aid/CPR certifications are preferred, training may be provided. THIS IS A WORKING FOREMAN POSITION. Our search is currently limited to qualified candidates living within the Hampton Roads commuting area.
- Supervise and coordinate the daily activities of utility installation and maintenance crews.
- Work alongside crews, ensuring work is performed as required, safely, and to quality standards.
- In coordination with management, plan and schedule daily tasks to ensure efficient workflow and timely project completion.
- Interpret project plans, blueprints, and specifications to guide construction activities.
- Conduct regular site inspections to monitor progress, quality, and safety compliance.
- Ensure all work is performed in accordance with industry standards, regulations, and company policies.
- Coordinate with project managers, inspectors, and subcontractors to resolve issues or conflicts that arise on site.
- Enforce safety regulations and promote a strong culture of safety among all crew members.
- Oversee equipment usage and basic maintenance to ensure proper utilization and minimize downtime.
- Train and mentor crew members on safety procedures, construction techniques, and equipment operation.
- Manage inventory and coordinate procurement of materials required for construction activities.
- Communicate effectively with clients, inspectors, and other stakeholders to provide project updates and address concerns.
- Coordinate required inspections with local and project-specific authorities.
- Maintain a daily written log of jobsite activities, progress, and issues.
- Ensure the jobsite is kept clean, organized, and secure at all times.
- Identify, track, and complete punch list items to support project closeout.
- Attend required on-site project meetings.
- Open the jobsite at the beginning of the day and secure the jobsite at the end of the day.
- Perform other duties and responsibilities as assigned by management.
- Must be able to work in hot or cold environments.
- Maintain professional interactions with all customers and stakeholders.
- Must reside within commuting distance of the main office in Virginia Beach, VA.
- This is an in-person, on-site position.
- Need to be able to obtain base access for ongoing projects.
- High school diploma or equivalent; additional education or training in construction management is preferred.
- Minimum of 5 years of verifiable utility construction industry experience, in a supervisory role.
- Extensive experience and knowledge of construction means and methods and a thorough understanding of the utility industry trades, installation, maintenance, and practices – specifically underground utilities such as water, sewage, and drainage systems.
- Experienced in and capable of operating heavy equipment associated with the construction/excavation industry.
- Knowledge of positioning, joining, and aligning lines at proper depths, angles, and grades.
- Ability to use transit lasers, pipe lasers, hand tools, and read grade stakes, and place offsets if need be.
- Knowledge of Construction Safety Regulations and Best Practices.
- Ability to read and interpret documents such as construction specifications, blueprints, safety rules, operating and maintenance instructions, and procedure manuals.
- Experience with Microsoft Office (Excel, Word, Project & Outlook) is preferred.
- Ability to write routine reports and correspondence.
- Ability to speak effectively before groups of customers, subcontractors, or employees of the organization.
