Public Sector Contract Vehicle Capture & Proposal Lead Job Overview & Responsibilities
The Capture & Proposal Lead is responsible for driving revenue growth by managing the full lifecycle of Public Sector contract vehicle acquisition and utilization. This role focuses on Commercial Off-the-Shelf (COTS) IT solutions, including hardware, software, cloud, and professional services. The Lead is accountable for capture strategy, direct proposal management, and submission.
Key Responsibilities:
Contract Portfolio Strategy & Governance
- Strategic Alignment: Align the vehicle strategy with organizational growth goals, line card OEMs, and IT service offerings.
- Market Intelligence: Analyze emerging vehicles and procurement trends (State, Local, Federal) to assess alignment with company capabilities and market demand.

Roadmap:
Create a strategic roadmap to identify and pursue COTS IT contract vehicles across Federal and SLED markets. - Market Strategy:
- SLED: Lead the strategy to significantly expand SLED market reach by capturing new State, City, and County COTS vehicles and executing Participating Addendums (PAs) for cooperative agreements (e.g., NASPO Value Point).
- Federal: Drive the strategy to optimize and protect the established Federal business by ensuring effective utilization of existing GWACs and GSA Schedules for COTS buying agreements.
- Compliance Expertise: Maintain expert command of Public Sector procurement methodologies, driving vehicle strategy compliance across diverse regulatory environments, including deep familiarity with co-operative purchasing and complex SLED regulations, while possessing foundational working knowledge of FAR/DFARS for Federal engagements.
Capture, Proposal Management & Submission
- Full Lifecycle Ownership: Lead the complete capture lifecycle for assigned vehicle pursuits, from opportunity identification through final submission.
- Competitive Strategy: Develop competitive analysis, teaming strategies, and win themes specific to COTS IT procurements.
- Proposal Management & Integration: Serve as the Proposal Manager, owning the full submission process. This includes directing inputs from internal Subject Matter Experts (SMEs), writing and editing non-technical sections, integrating all content (technical, pricing, past performance), ensuring strict compliance, and producing the final, compelling submission package.
- Project Management: Develop capture schedules, milestones, and deliverables to ensure timely execution.
Stakeholder Management & Contract Transition
- Internal Partnership: Partner with Sales, Engineering, and Operations to define resource requirements, pricing strategies, past performance, and technical differentiators for capture.
- External Relationships: Build and maintain relationships with key Public Sector customers, technology manufacturers (OEMs), and strategic teaming partners.
- Contract Handoff: Upon contract award, conduct a formal handoff session with the contract vehicle management teams to ensure a seamless transition to the execution and utilization phase.
- Experience: 5+ years of experience in business development, capture management, and hands‑on proposal management and editing within the IT Public Sector (COTS focus).
- Proven Success: Demonstrated success in winning and managing SLED-focused contract vehicles and implementing PAs, plus experience leveraging Federal GWACs/GSA Schedules.
- Knowledge: Strong understanding of co‑operative purchasing and complex state/local procurement regulations for IT acquisition, in addition to foundational knowledge of FAR/DFARS.
- Education: Bachelor's degree in Business, Legal, or Public Policy field.
- Skills: Exceptional proposal writing, editing, and integration skills, project management, organizational, and analytical abilities to manage complex, multi‑state initiatives.
