Position: Proposal Manager - 45933

Overview

Syneren seeks a Proposal Manager to lead, coordinate, and deliver compliant, high‑quality proposals for U.S. Government solicitations. This role manages the full proposal lifecycle, partners with cross‑functional teams, and ensures alignment with FAR/DFARS standards and customer evaluation criteria.

Key Responsibilities
  • Manage proposals from pre‑RFP planning through submission and debriefs.
  • Analyze RFPs (Sections L, M,

    C) to drive compliance and strategy.
  • Develop schedules, outlines, compliance matrices, and lead kickoff and color team reviews.
  • Support winning themes, and competitive strategy.
Content Development
  • Write and edit technical, management, staffing, and past performance sections.
  • Maintain proposal libraries, resumes, boilerplate, and partner with Pricing to ensure narrative/price alignment.
Compliance & Quality
  • Ensure full compliance with instructions, formatting, and page limits.
  • Perform quality reviews for clarity, structure, and customer‑focused messaging.
  • Follow Shipley/APMP best practices, coordinate security and subcontractor inputs.
  • Serve as central point of contact for proposal communications.
  • Coordinate inputs across Capture, Contracts, SMEs, HR, and subcontractors.
  • Oversee final production, submission (SAM.gov, PIEE, Grants.gov), and support ENs, clarifications, orals, and revisions.
Qualifications
  • 5+ years of proposal management experience in federal contracting.
  • Knowledge of FAR/DFARS and experience working with agencies (DoD, DHS, GSA, etc.).
  • Strong writing, editing, project management, and Microsoft 365 skills.
  • Shipley or APMP knowledge (certification preferred).
